Description Costain have secured a new Capital Programme Strategic Delivery Partner Framework agreement with Southern Water for Water and Wastewater delivery. AMP8 represents the expansion of the successful CMDP joint venture between Costain and MWH Treatment. Working predominantly in the Pre-ID3 stage (pre-construction), you will lead a multidisciplinary team of estimators producing estimates of varying levels of maturity to the suit the project lifecycle, this could be top-down, unit rate or bottom-up estimates. The estimating team work closely with our work-winning teams comprising Proposal Leads, Designers, Planners and Specialists to provide Southern Water with high-quality solutions to meet the Needs of the project and offer value for money. The estimating team at CMDP need to grow to facilitate the increased volume of works being forecast over the next 5 years, with projects varying from £500k to over £100m in value. Joining CMDP at the beginning of this expansion will allow you to shape and grow the team to meet these demands. Responsibilities Lead the multi-disciplinary estimating team comprising civil, mechanical, electrical estimators and support functions Working closely with the Pre-Construction team, designers, engineers, and our Delivery teams to provide estimating support at multiple stages of the contract Work with the head of Pre-Construction to agree the estimating priorities and estimating resource levels throughout the Asset Management Period (AMP) Lead the development and refinement of estimating strategies in response to changing business needs Accountable for the production of high-quality estimates at all stages of project life cycle from feasibility and concept through to detailed design (Top-Down, Optioneering and Target Cost) Ensure the team produce fully compliant estimates that meet the project Needs, Client Specifications, Design Deliverables and acceptable Risk profile Ensure technical and commercial appraisal is undertaken on all parts of the estimate including Direct and Indirect Costs Contribute to the identification of risk and opportunities at project and programme level Attend (as required) site visits to support project bids and/or staff development Contribute to the internal governance process including presentation of estimates to Senior Leaders Lead the development and ongoing refinement of internal cost databases that facilitate benchmarking and analytics as part of the estimate review process Work with the client’s Cost Assurance Team to demonstrate value for money in our estimates Qualifications Degree level qualified or equivalent in a civil, mechanical or electrical engineering related discipline (although alternative career paths will be considered). Preferably Chartered Must be highly numerate Experienced pricing water & wastewater non-infrastructure projects ranging from £1M to £100M Experience with leading multi-disciplinary teams and developing people at differing stages of their careers Commercially aware and with a knowledge of NEC3/4 Forms of Contract Good technical understanding of Water/Wastewater Process is desirable as is the ability to promote alternative solutions Good communication skills are essential and must be a good team player with a positive “can-do” approach Familiar with various Engineering Method of Measurement and Estimating Systems
