Description Are you ready to take the lead in shaping, delivering, and continuously improving both the Scottish Government’s Resourcing Policies and our Public Appointments processes? This role sits within the attraction and resourcing centre of expertise in the People Directorate, leading two teams - Resourcing Policy and Public Appointments - comprising around 13 colleagues. Working closely with the Head of Resourcing Operations, you will ensure the delivery of fair, efficient, and effective recruitment for the organisation and its public bodies. The Resourcing Policy Team develops and delivers resourcing policies ensuring consistency and effective policy making and delivery on cross-cutting matters. The Public Appointments Team manages the Ministerial public appointments recruitment process in line with the Ethical Standards Commissioners’ Code of Practice to appoint members of Public Body Boards, driving continuous improvement to ensure public boards are representative of Scotland’s diverse population. Responsibilities Responsibilities Lead on the development, delivery and continuous improvement of Scottish Government’s resourcing policies and processes, ensuring they support wider people policies and workforce management strategies, promote greater diversity, and adhere to the UK Civil Service Commissioner's recruitment principles. Define the respective roles and accountabilities in these policies and processes, and oversee, assure and support their delivery through effective tools and support. Lead a programme of work to develop the Scottish Government’s Resourcing Strategy, working closely with HR Business Partners and Workforce Planning colleagues, alongside the Professions and leaders across the organisation, to ensure we are delivering effective resourcing activity in line with current and future business needs. Support and embed application of the Success Profiles recruitment framework, including the use of profession’s Job Profiles to drive greater consistency and transparency in expectations for different job types. Track, review and communicate the benefits of Success Profiles. Oversee the delivery of resourcing actions from the Scottish Government’s Diversity and Inclusion Strategy. Lead on Public Appointments, maintaining an effective relationship with the Ethical Standards Commissioner for Public Appointments and their representatives, embedding the principles in all aspects of the appointment process. Qualifications Qualifications Chartered MCIPD (or equivalent) or have sufficient experience in order to achieve this once started in the role. Technical/Professional Skills: Resourcing policy and processes. Understands and shapes resourcing policies, options and approaches - ensuring these reinforce wider people policies and business priorities, and apply principles of openness, fairness and transparency. Experience: Experience of working with a range of senior stakeholders to drive effective HR practice across the organisation. Experience of delivering fair and inclusive recruitment activity.
