As a Senior Programme Manager, you will join the team engaging and working with clinical leaders to support and monitor adoption of new technology, whether pharmaceutical, health technology, diagnostics, digital or best practice. Your efforts will ensure our projects serve the diverse population we are dedicated to supporting.
Main duties of the job
The role is a key link with other HIOTV programmes – in particular, Strategic and Industry Partnerships and Patient Safety and Clinical Improvement.
The appointed individual will have strong project management and business planning skills, be a strong self-motivated and flexible team player and able to lead on individual CIA projects/programmes working with the Director of Clinical Innovation Adoption and her team. The post holder should have a collaborative leadership style and enjoy engaging with our ICS systems, clinicians, patients, and management. There is a focus on supporting Integrated Care Systems that necessitates engagement and delivery skills with the frontline and senior management. Applicants should also have an interest and aptitude to understand the application of life science technologies in health settings as well as being a good communicator.

Detailed job description and main responsibilities
The Clinical Innovation Adoption Senior Project Manager will:
1. Facilitate the adoption and adaption of innovations across the region by engaging and working with clinicians and managers from providers and commissioners and the HIOTV on projects that address clinical priorities as identified nationally and locally.
2. Identify and assess innovations suitable for adoption; this includes NIHR Applied Research Collaboration (ARC) projects and activities.
3. Where appropriate consider combinatorial innovation solutions for therapeutic areas and their pathways.
4. Manage the process for successful adoption through service pathway redesign.
5. Manage a pipeline of high impact innovations across the HIOTV region.
6. Ensure evidence to support the change in clinical practice is sourced and clear.
7. Agree implementation plans for uptake nationally and locally of sourced innovative technology (including NICE TAs) where there is a demonstrable clinical need.
8. Work closely with the HIOTV’s Strategic and Industry Partnerships (commercial team) to support commercialisation of innovations as appropriate.
9. Ensure provider budgets are in place to enable technology adoption – providing supporting papers for directors of finance in NHS trusts.
10. Work with the CIA PMO to determine resource requirements to ensure that the team skills are engaged for delivery.
11. Work closely with the regional medicines management team to implement and report on uptake of NICE TAs linked to national, regional and local programmes.
12. Agree clear evaluation criteria and health economics with the commissioning organisations to enable decisions to scale or reject the innovation and service transformation.
13. Agree monitoring arrangements for uptake and provide monthly reports against implementation plans. These reports will go to the Clinical Innovation Adoption Oversight Group, programme boards and NHSE.
14. Identify risks and issues that are preventing rollout and escalate these (and plans for mitigation) to the CIA Oversight Group.
15. Set up and manage innovation pipeline documentation for ease of access for HIOTV programmes and regional partners.
16. Use the suite of high quality project templates for technology adoption to manage the process of market analysis, implementation and measuring/monitoring for projects.
17. Work with the project and programme leads to ensure documentation is of a high quality and proportionate to the size and risk of the projects and programmes.
18. Lead on set up and delivery of study design, real world evaluation and service evaluation.
19. Attend and contribute to the relevant programme boards.
20. Develop and implement data collection systems that will provide accurate and timely data.
21. Participate in relevant internal and external working groups/projects, services and initiatives to provide information and analytical advice and expertise.
22. Support production of tenders/business cases as required for the projects.
23. Present information and issues to a range of internal and external stakeholders.
24. Liaise with other managers to share best practice.
25. Lead on post-project evaluation, document and present lessons learned.
Key Working Relationships
The post holder will be required to build and maintain constructive relationships with a broad range of internal and external stakeholders. The post holder will need to be able to work with board members, executive directors and senior clinicians and managers across the NHS.

* Commissioning organisations (Providers, Commissioners, ICS/ICBs and NHSE/I national and regional teams)

Qualifications
* Degree or equivalent experience/qualifications.
* Prince 2 Practitioner or equivalent.
* Preferably a life science degree.
* Masters or higher.
Experience
* Relevant years’ experience in health and/or life sciences.
* Demonstrable experience of project management in the design, development and implementation of change management using recognised tools and techniques.
* Experience of scoping a project including stakeholder management, project design and identifying the relevant resources required.
* Experience of working with clinicians on change projects.
* Deep interest in life science technologies, healthcare innovations and their implementation.
* Considerable demonstrable experience of working in a complex change environment with multiple stakeholders and securing their engagement resulting in a successful project.
