Hours per week: 37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 6 months
City: STOKE ON TRENT
Lead and direct the Council’s operational activities in relation to Waste Services, contributing to making Stoke-on-Trent a great place to live, work and visit.
Manage the service and carry the principal strategic lead on statutory duties ensuring the provision of effective services in accordance with legislation and Council’s policies and procedures.
Key Responsibilities:
1. Work with the Portfolio Holder and Director to ensure that the services efficiently and effectively deliver the requirements of the City Council; that they are statutorily compliant and developed in a timely manner to be best able to meet future opportunities and threats.
2. Develop and maintain up to date local, regional and sub-regional market intelligence in order to identify opportunities and to direct such resources as are necessary to secure financially advantageous opportunities for the City Council and to ensure all the necessary political, financial and operational arrangements are in place to deliver the best advantage of the situation.
3. Maintain effective relationships with elected representatives (including senior politicians) in order to both build the confidence of those representatives in the service and to maintain a strong, up-to-date understanding of the political direction, expectations and the sensitivities associated therewith.
4. Determine the best models of delivery across services which deliver a high-quality customer experience, achieve high performance and contribute to the council’s ambitions to be a commercial council.
5. Develop/negotiate joint approaches to local service planning and delivery in partnership with all the relevant internal and external services providers and regional and national bodies.
6. Support and implement the Council’s budget strategy within Government controls, including delivering on the requirements set by the section 151 officer on senior budget holders.
7. Develop and maintain appropriate relationships with diverse stakeholders including; elected members, council officers, local communities, businesses, Government departments, and other external agencies in order to maximise capacity and pool resources wherever possible, including undertaking work with and for other LAs.
8. Contribute to the Council being equipped and supported to address all Government inspection and other external scrutiny in order to secure positive outcomes and high levels of achievement.
Qualifications:
* Management Qualification to the level of Pg.D. or equivalent.
Knowledge:
* Robust knowledge of the principles of performance management, with a clear understanding of related key legislative frameworks.
* Understanding of the political and social context of local government.
* Robust understanding of the effective management of health, safety and well-being.
Experience:
* Previous 12 months experience.
