Cwm Taf Morgannwg University Health Board
An exciting opportunity has arisen to join the Research & Development Team on a fixed-term basis as Principal Public Health Researcher. This post aims to facilitate public health research activity, delivery and capacity in one of the most deprived areas of Wales. The post holder will work with the Research & Development and Local Public Health Teams, as well as wider multi-disciplinary partners and organisations, to develop programmes of research that align with and contribute to the aims of the CTM 2030 strategy. This role will shape, implement and integrate research and evidence use into public health work within the health board.
Main duties of the job
The post will involve the planning, development and implementation of research projects, to include the submission of high quality grant applications, management of existing grant funded research projects and collaboration with UK-wide researchers to set-up, deliver and recruit to public health research studies as principal investigator. Under the leadership of a Consultant in Public Health and the Assistant Director of R&D, the post holder will work closely with key stakeholders locally and nationally and will take a strategic approach to advancing both capability for and specific programmes of population health research in Cwm Taf Morgannwg.
This post is fixed term/secondment for 12 months to meet the needs of the service.

Job responsibilities
* Under the leadership of a Consultant in Public Health and the Assistant Director of R&D, the post holder will work closely with key stakeholders locally and nationally and will take a strategic approach to advancing both capability for and specific programmes of population health research in Cwm Taf Morgannwg.
* Deliver high-quality research, which can be disseminated locally, nationally and internationally, including established research projects in the fields of tobacco control and weight management, and the development of new research projects.
* Collaborate with the NIHR funded Rhondda Cynon Taf Health Determinants Collaboration (RCT HDRC), encouraging and facilitating collaboration and partnership between health, local authority, academic and third sector partners.
* Increase public health research activity locally through opening and recruiting to UK-wide public health portfolio studies.
* Promote research amongst public health colleagues via capacity and capability building activities, encouraging staff to undertake research projects and utilise evidence-based, data-driven approaches to inform practice.
* Build partnerships and collaborate with colleagues from other organisations and sectors.
* Coordinate, secure and manage research funding streams, delivering project expenditure within budget.
* Manage research governance processes for existing and new research studies in CTMUHB.
Person Specification
Experience
* Research experience to include project governance, management, results/statistical analysis and publication of findings in peer review journals.
* In-depth experience of a broad range of healthcare science activities, and research methodology.
* Experience of successfully leading and implementing programmes at a local, regional or national level in the public, private or voluntary sector.
* Experience of managing budgets.
* Experience of working with a range of agencies across sectors.
* Experience of successfully leading and implementing project driven change management.
* Experience of working in a senior role in Public Health/Health Promotion.
* Working in the public, private, academic or voluntary sector, understanding the environmental and 'political' context in which they operate.
* High level of intellectual rigour, negotiation and motivation skills, flexibility and management skills in order to deal with complex policy, research and advocacy issues as well as to understand other cultures and systems of work and to enable effective working across organisational boundaries.
* High level of scientific, analytical, and technical skills. Proficient in the use of software applications e.g. Microsoft Word, Excel, PowerPoint.

* Excellent communication and time management skills.

Qualifications/Knowledge
* Educated to relevant Masters Level or equivalent level of experience, skills and knowledge.
* Post-graduate management qualification, or equivalent experience and proven ability to perform at this level.
* Qualification in Public Health/Health Promotion/Health Services or similar at Graduate or Post Grad Certificate Level.
* In-depth knowledge of research governance, methodology and clinical knowledge.
* Peer reviewed Publications in Scientific Journals.
* Demonstrate working knowledge of Microsoft Office and statistical analysis packages.
* Understand the requirements of Information Governance in relation to the NHS.
* Evidence of CPD.
* Knowledge of Commercial and Non-commercial study feasibility and project management.
* Knowledge of research related legislation to include MHRA, Human Tissue Act, Data Protection Act, Research Governance Framework, Mental Capacity Act.
