Overview:
We are seeking an experienced Programme Manager to lead the delivery of a large-scale ERP and Shared Services transformation within UK Government. The programme is transitioning from the Operating Model and Service Design phase into a two-year ERP implementation, focusing on modernising HR, Finance, and Procurement functions. The Programme Manager will be responsible for overseeing multiple workstreams, ensuring strategic alignment, managing senior stakeholders, and driving successful delivery.
Key Responsibilities:
* Programme Leadership & Strategy – Lead the end-to-end delivery of a major ERP and Shared Services transformation, ensuring alignment with government objectives.
* Stakeholder Engagement – Engage senior leadership, government bodies, and cross-functional teams, ensuring strong governance and collaboration.
* Governance & Compliance – Establish and maintain programme governance structures, ensuring adherence to public sector frameworks, Cabinet Office controls, and financial regulations.
* Risk & Dependency Management – Identify, track, and mitigate risks across complex, multi-departmental environments.
* Financial Oversight – Manage programme budgets, financial forecasting, and cost-benefit analysis to ensure value for money.
* ERP Implementation Oversight – Work closely with technology and business teams to ensure successful ERP deployment (Oracle Cloud Fusion, SAP, Workday, or similar).
* Programme Performance & Reporting – Provide regular updates, reports, and insights to senior government stakeholders and governance boards.
Essential Experience & Skills:
* UK Government experience is essential (must have worked on major digital transformation or ERP programmes).
* Strong background in large-scale ERP transformation, particularly in cloud-based ERP implementations (Oracle Cloud Fusion, SAP, Workday, etc.).
* Proven expertise in managing multi-year transformation programmes with budgets exceeding £50m.
* Experience leading cross-functional teams across business, technology, and change functions.
* Deep understanding of UK Government governance, approvals, and commercial processes (including business cases and Treasury Green Book principles).
* Strong knowledge of delivery methodologies (Agile, SAFe, PRINCE2, MSP).
