The post holder will have contract management responsibility for a number of NHS contracts commissioned by the ICB, including large and complex contracts such as Adult Social Care Residential and Nursing rolling contractual agreements across a wide portfolio of Older People, Learning Disability and Mental Health provision. The post holder will also be responsible for, or have oversight of, Support at Home and Supported Living contracts. The role will include supporting wider Care & Independence Team colleagues in market reshaping, strategic planning and obtaining assurance for the ICB and its stakeholders that the existing services are providing appropriate, good quality and safe services for NEL service users/patients in all commissioned settings. The post holder will be responsible for undertaking detailed contract monitoring and reporting. The post holder will work with the Care & Independence Team, Contracting and Procurement Team and work closely with the Quality and Nursing directorate and safeguarding. Contract Monitoring will involve site visits to providers to support quality of contract delivery, risk assessment and the collation and analysis of complex and contentious information. The post holder will be required to maintain accurate and up to date contract monitoring records to demonstrate the latest contractual position. This will include reporting to Market Intelligence & Failing Services (MIFS) meetings and escalating/advising on any required sanctions in line with the relevant contract. The post holder will provide senior contractual advice and intelligence (hard & soft information) to individual professionals and the wider ICB. The post holder will also support the Procurement function ensuring contracts are let in a legal and appropriate manner, advising ICB staff as necessary. They will then draft appropriate legal contracts against which service will be monitored.
