Job Title: Senior Digital Engagement Manager (Content Manager) Location: Hybrid – Minimum 40% in-office (3 days/week) in Birmingham, Leeds, Manchester, Newcastle, or Sheffield Contract Length: 6 Months IR35 Status: Inside IR35 Pay Rate: £400/day (Umbrella) Role Overview: This is a critical role within the Data and Analytics function of a government agency. Working closely with the Head of Digital Engagement and delivering on behalf of the Director of Data and Analytics, you will align communication strategies to business objectives and manage delivery across competing workstreams. This position requires regular engagement with senior stakeholders across D&A SLT and the Digital Executive Team. Key Responsibilities: Develop and deliver communications strategies that clearly support business goals and drive engagement across the organisation Lead communications related to the implementation of the Data Strategy, including embedding a new ‘hub and spoke’ operating model. Help build awareness, promote adoption, and overcome cultural or process barriers Produce engaging and audience-tailored content across various formats—text, graphics, video, infographics, and presentations Use digital tools and analytics to measure campaign effectiveness and audience engagement. Apply insights to continually improve communication strategies Identify and tailor messaging for key audience segments based on needs and communication preferences Craft compelling narratives to foster interest and understanding of D&A initiatives Drive audience engagement and behavioural change through clear and impactful calls to action Candidate Requirements: Proven experience in leading strategic communications within large-scale transformation or change programmes Strong understanding of digital engagement and communication best practices Excellent stakeholder management skills with experience influencing at senior levels Proficiency in analysing digital engagement metrics and adapting communication plans accordingly Experience working in a government or large public-sector environment is desirable
