Brief Description
Are you an experienced operational leader ready to lead and enable the delivery of exceptional performance?
Network Rail's Western Route and Great Western Railway are joining forces to ensure a safe and efficient railway for all our passengers and freight users.
As the Head of Network Delivery, you'll play a pivotal role in delivering the train service our region needs. You'll lead the joint network and train service delivery teams, aiming to meet safety, performance, and financial goals while balancing the needs of all customers. Your strategic leadership will be crucial in the delivery of the day to day train service, industry command and control, incident response, and train service recovery. You'll also be responsible for preparing and implementing real-time contingency and recovery plans, and leading efforts to improve real time train performance as well as embedding the learning from incidents using data and delay attribution. You'll empower our teams by promoting a culture of proactive leadership, encouraging them to lead and make informed decisions for the benefit of our customers.
About the role (External)
The Head of Network Delivery is a pivotal role in delivering the train service our region needs.
This leadership position involves leading the joint network and train service delivery teams across both NR and GWR, including key roles such as the SNDMs, DSDMs, train running controllers, train service managers and incident response managers, to meet defined safety, performance, and financial objectives while balancing the interests of all customers.
The ideal candidate will provide strategic leadership in industry command and control, incident response, and train service recovery. They will be responsible for preparing and implementing real-time contingency and recovery plans, and leading efforts to improve real-time train performance.
Additionally, they will embed learning from incidents using data and delay attribution. Effective communication and collaboration with other departments and stakeholders are essential. You'll empower our teams by promoting a culture of proactive leadership, encouraging them to lead and make informed decisions for the benefit of our customers. The role also includes training and developing team members to enhance their skills and performance.
Key Accountabilities
1. Lead and direct the development and implementation of the routes formal Incident Management strategy and structure.
2. Direct development and implementation of real time strategic plans to achieve recovery targets using industry resources.
3. Inspire excellence in the quality of service provided to Network Rail's customers.
4. Accountable for communications to the Route Executive team, National Operations Centre and senior stakeholders regarding restoration and recovery of the network.
5. Direct the team to achieve business / functional objectives and meet key performance measures. Create an engaged, motivated working environment in line with company values.
6. Create a culture to enable customer and frontline employee feedback to be reflected in policies and procedures to deliver continuous performance improvement.
7. Achieve financial, technical, safety and customer satisfaction targets.
8. Lead delivery of the team in compliance with policies, procedures and standards and direct the development of disaster and incident management plans.
9. Manage the development and implementation of safety, train performance and customer satisfaction initiatives. With the Head of Maintenance Delivery and Head of Operations Delivery, create plans to address customer needs and performance issues.
10. Lead real-time delivery of train performance and implement processes to deliver continuous improvement.
11. Accountable for level 1 delay attribution across the route.
Job Skills, Experience and Qualifications
Essential
1. Member of relevant professional body or equivalent experience
2. Significant successful experience in operational management in a Safety Critical Industry
3. Recognised delivery leadership capability
4. Able to demonstrate understanding of NR safety management system
5. Proven ability to influence decision making at all levels and build cross functional / cross company relationships
6. Proven communication and strategic leadership skills
7. Significant knowledge of rail industry
8. Significant successful experience in management in a dynamic complex environment
9. Extensive knowledge of the railway operating code, service recovery, contingency planning and railway operating and maintenance practices
10. Demonstrable knowledge and understanding of incident management processes and concepts in the rail industry with successful experience of incident management at both a strategic and tactical level
Desirable
1. Qualified as Rail Incident Officer (RIO) and Rail Incident Commander (RIC)
2. Knowledge of relevant railway industry communication systems
3. Media training
