Take the lead in commissioning of a designated locality of services.
2. Design monitoring arrangements for new and existing services and ensure that these are implemented and reviewed.
3. Continually analyse service performance, outcome and impact and use this intelligence to develop pathways, policy, and strategy.
4. Work with contract management colleagues to ensure appropriate steps are taken to keep performance of services in the locality on course and to identify where performance areas suggest new areas for service change or re-tendering of contracts.
5. Represent the organisation in multi-agency, multi-professional meetings, using own judgement in assessing whether to agree on the organisations behalf direction of travel, specific action, and investment (in principle) or to seek more senior confirmation.
6. Monitor and manage budgets as required.
7. Work with clinical commissioners, providers, and leading development of ideas for service change that will bring better quality of care for patients and/or more efficient, cost-effective services. In many cases this will involve developing new pathways that support a shift of services away from secondary care into the community or from tertiary to secondary care.
8. Provide project leadership for a range of schemes that are to be developed into full commissioning cases.
The applicant will need to be able to work effectively with multiple organisations to be able to lead and manage a challenging workload to deliver change and improve services for our local population. The post holder will be expected to manage a portfolio of competing projects and tasks for the ICB and Alliance in relation to new Community Models of Care and Primary Care Networks To maximize the pace of delivery, strong planning and coordination skills will be essential, as being able to demonstrate experience of delivering change projects.
This is a key role within the ICB and the postholder(s) would be expected to provide effective project management and to be able to develop business cases to meet the key objectives in the NEE Alliance Place Plans and NHS long term plan priorities. Communication and influencing skills are a key part of this role as relationship building across multi-agency stakeholders is a vital element, facilitating integration at an Alliance partnership level.
The Postholder would be expected to provide a high standard of Project Management and analytical skill to manage projects to time and budget.

The NHS Suffolk and North-East Essex Integrated Care Board (ICB) plans and buys healthcare services for our population. This function is commonly referred to as commissioning. To do this, we work within a budget of around £1.5 billion, which is set by NHS England, and work closely with local government and the NHS providers in our area. Our performance is judged by how well our local health and care system as a whole is working, including the health outcomes of our communities. The ICB has delegated some authority to the three health and wellbeing alliances that operate in Suffolk and North-East Essex to act on its behalf. This is to ensure that the needs of smaller, local areas are addressed. The ICB remains accountable for all of its functions, including those it has delegated. Local residents have a big role to play in the operation of the ICB. We rely on the experiences and perspectives of our communities to help shape our decision-making.
