BLMK ICS is seeking a Mental Health Learning Disabilities and Autism (MHLDA) Director (on a 2 year secondment or fixed-term basis with potential for a permanent role) to lead the next stage of the establishment of a Collaborative between Central & North-West London NHS Foundation Trust (CNWL), East London Foundation Trust (ELFT) and Bedfordshire Luton & Milton Keynes Integrated Care Board (BLMK ICB). Our aim is to work together to improve outcomes, quality, value and equity for people with, or at risk of mental health problems, people with a learning disability and people who require support for neurodiversity across Bedfordshire, Luton and Milton Keynes.
The successful candidate will be employed by the ICB and accountable to all three organisations and will demonstrate a strong commitment to, and experience of, co-production with service users and staff. They will work closely with collaborative partners and wider partners across health, local authorities, VCSE and local communities.
Main duties of the job
This is an opportunity to demonstrate system leadership skills and establish a strong foundation for a new way of working that will deliver true integration and improved outcomes and services for our population.
1. Lead the transition to a new Collaborative team approach, including:
1. Development of the people resourcing model for the Collaborative team
2. Leading, with partners, any required organisational change processes
3. Developing and leading the delivery of organisational development for the new team approach
4. Developing an operating model to embed the new team approach within and across the three partners, including in particular business partnering arrangements with corporate services.
1. Develop the MHLDA Collaborative transformation project plan across the 3 partner organisations, Place Boards and ICB Board including:
1. Programme plans for 2024-2025 and 2025-2026
2. Outcome measures agreed with Places and ICB (overall outcome measures against the ICB's strategic objectives)
3. Change methodology, using quality improvement and ensuring lived experience leaders full co-production
4. Understanding of need, demand and supply including unwarranted variation
5. Reporting cycles (MHLDA Collaborative Executive and Board, Place Boards, Partner organisations' own governance)

Job responsibilities
The post-holder will develop effective strategy and operational plans across BLMK relevant to their areas of responsibility creating a compelling vision and delivery plan for BLMK's MHLDA Collaborative. The MHLDA Director will also be responsible for delivery of the ICB's MHLDA functions and teams. This is an excellent opportunity for someone who can lead, shape and deliver transformation by working in partnership with a wide range of organisations and colleagues.

Person Specification
Knowledge, Training and Experience
* Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
* Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
* Evidence of post qualifying and continuing professional development
* Must have an understanding of the background to and aims of current healthcare policy in the local health system and appreciate the implications of this on engagement
* Should have an appreciation of the relationship between the Department of Health, NHSE/I and individual provider and commissioning organisations
* Member of relevant professional body
