In line with the Government’s Shared Services Strategy, the Matrix Programme is intending to deliver modern, cost-effective and scalable shared business services to nine departments (the Policy Cluster), with UKSBS as the provider, flexibly meeting changing Government requirements, and driving innovation to optimise efficiencies and enhance user experience. The Programme will also implement a new modern SaaS ERP platform, from which UKSBS can deliver these services, driving harmonisation and significant business change across the Departments. This is a large, complex multi-year programme.
Key responsibilities
The Service Transformation Lead is responsible for guiding the HR Services area through a multi-year transformation programme, under the direction of the Head of HR Services. This role focuses on modernising HR service delivery, including the replacement of ERP systems, onboarding new clients, and developing new HR service lines. As a bridge between service delivery teams and transformation initiatives, the Service Transformation Lead will balance daily service delivery needs with strategic transformation goals, ensuring HR Services evolves to meet future client requirements and align with the wider organisational strategy.
* Collaborate with the Head of HR Services and other stakeholders to develop a strategic roadmap for HR Services, aligning transformation goals with broader business objectives.
* Define HR-specific milestones, deliverables, and KPIs to measure transformation progress, providing regular updates to senior leadership on progress, risks, and opportunities.
* Act as the primary liaison between service delivery and transformation teams, ensuring clear communication and knowledge-sharing throughout the HR Services area.
* Develop and implement strategies to maintain stability in HR services, supporting smooth transition and minimal disruption to BAU operations.
* Facilitate collaboration between HR transformation teams, service delivery teams, and other cross-functional partners, ensuring alignment and shared accountability in achieving transformation outcomes.
* Oversee the development and implementation of HR-specific service delivery solutions that support transformation milestones and cost-saving initiatives.
* Work with Process Improvement Specialists and Service Designers to ensure that new and existing HR service lines are scalable, efficient, and aligned with customer needs.
* Working alongside HR Services to understand operational readiness for go-live of new ERPs and technologies, ensuring processes, systems, and people are prepared to adopt new ways of working.
* Use data insights to guide HR transformation decisions, aligning HR-specific activities with wider organisational objectives and performance targets.
To be considered for the role, you will need the following:
* Strong working experience of HR service delivery, programme management, and transformation within HR contexts, preferably gained from a Shared Service or similar environment.
* Working knowledge of change management principles, including employee engagement strategies, change readiness assessments, and methods for addressing resistance.
* Excellent stakeholder engagement and relationship management skills.
* A proven track record of utilising digital tools and data analysis, using insights to drive strategic improvements in HR services.
* Proven ability to manage and lead a team, fostering a collaborative and high-performance culture. Skilled in providing clear direction, coaching team members, and supporting their professional development.
* Competency in budgeting, forecasting, and managing resources to support transformation initiatives.
