JOB PURPOSE To execute, implement and monitor 100% screening of hold baggage & other BCAS / DGCA security mandate at Passenger Terminals, by maintaining a close interaction, coordination with stakeholders, in order to optimize the Inline security at IGI Airport. ORGANISATION CHART Accountabilities Key Performance Indicators Responsible for Inline Baggage Screening and maintenance of record of security related lapse/incidents pertaining to inline screening with action taken. Ensuring accuracy, speed and efficiency. No. of SOPs implemented No. of violations No. of incidents of non-compliance Preparation of shift reports on a daily/weekly/monthly basis. Monitor TIP records and gauge staff performance. Accuracy of reports / MIS Monitoring the performance by checking TIP records & steps to improve the same. Ensure 100% Compliance of BCAS/DGCA guidelines. Send necessary recommendations to the Manager on updates. Observe and Rectify any shortcomings observed in the security process. Periodical and conducting dummy checks to check their efficacy. No. of non-compliance of BCAS & DGCA Instructions and Guidelines. Coordination with Airlines and other agencies. Inform and educate Airlines / Terminal Management about correct process of Inline screening & Coordination with CISF for Suspect Baggage. Number of complaints No. of meetings and No. of issues resolved in a given time frame Weapons & DG Movement: - Ensure correspondence for screening of weapons, in accordance to government regulations. No. of non-compliance reported. Key Accountabilities Staff Development; Prepare staff for mandated courses by Regulatory Bodies and brief staff about BCAS AVSEC Orders, Circulars pertaining to Aviation Security. Recommend staff for various training programs mandated by DIAL and AVSEC Employee Training Record. Monthly performance monitoring records No. of Mandatory Trainings (Plan V/s Actions) No. of sessions to taken to brief new / amendment in AVSEC orders/circulars. Monitoring / Testing / Documentation of Inline Baggage screening system (Functioning of EDTS, ETD machine, ROV, SLCV, TCV, NTS and HBS system) No. of equipment unserviceable Periodical dummy checks for efficacy. No. of NCs reported in internal audits and closure of the same To ensure man management, discipline & maintain Leave records, monthly attendance reports etc. (observe discipline, attitude, individual contribution, personal attributes, punctuality, and consistent performance) Accuracy of the MIS / reports / records No. of interactions with employees and resolving their grievances. Resolving number of issues pertaining to Grooming. EXTERNAL INTERACTIONS Airlines: - Physical search of baggage and educate them about new orders / compliances. Passengers – Interact with passenger tactfully and firmly during physical inspection of baggage. Customs: - Detection of Drugs or High Value things. CISF: - Physical search or other security matters. Local Police – In case of detection of arms / ammunition in hold baggage during screening. BCAS: - Quality controls audits and inspection Service Providers: - Smith detection system, GE Electronics, Instasol etc. for maintenance of security equipment. INTERNAL INTERACTIONS BHS: - Coordinate for smooth baggage flow or baggage related issue. DIAL Training In-charge: - Coordinate for Nominations/ trainings and training records. HR: - Coordinate for HR related issues for all staff. Terminal Operations: - For contingency or coordination with airlines and other agencies. IT:- Coordinate with IT department for IT related equipment maintain ace. FINANCIAL DIMENSIONS Other Dimensions EDUCATION QUALIFICATIONS Graduate with Basic AVSEC Course Certified mandatory. Inline Baggage Screening Certified, Dangerous Goods Regulations Cat-12 Qualified and AVSEC Supervisory Course Certified are preferred. Relevant Experience Minimum 8 years’ experience in aviation security field. Experiences in Inline Baggage Screening System and good exposure in Supervisory role will be preferred.
