Under direction, is responsible for a general service area of the Clerk/Register of Deeds Office, assuring its compliance with State statutes, policies and procedures, and assists with other services areas as needed. Directs program activities; develops, recommends and implements policies and procedures to ensure maximum service delivery. May plan, assign, manage, train, review and evaluate the work of support staff. Performs related complex and sensitive professional administrative, organizational, budgetary and other analysis related to the assigned service area.
Service areas include but are not limited to Election Administration/Campaign Finance Compliance, Licensing & Customer Service, and Clerk to Washtenaw County Board of Commissioners.
This is an alternately-staffed class, in which appointments may be made at either LEVEL I or LEVEL II. LEVEL I is the entry level into this professional field, in which incumbents learn public administration and County policies and procedures. Initially under close direction, employees gradually receive more complex assignments and work more independently as experience is gained. Employees may advance to LEVEL II, or fully experienced level, after gaining the required experience and demonstrating acceptable work proficiency. At LEVEL II, employees are expected to independently perform varied work in several of the areas outlined below.
The available position is assigned to serve as clerk to the Washtenaw County Board of Commissioners. Attendance at regular and special meetings of the board outside normal business hours is required.
EXAMPLES OF DUTIES
1. Works closely with the Clerk/Register, Chief Deputy Clerk/Register, Washtenaw County Board of Commissioners and other boards, commissions, and government agencies to develop and implement goals, objectives, policies, procedures and work standards per assigned service area.
2. Maintains liaison with and provides support to a variety of committees, boards and commissions, including the Washtenaw County Board of Commissioners.
3. Depending on assigned service area, may personally perform the preparation of meeting agendas and minutes and the provision of a variety of office administrative support to such groups and attends board and commission meetings as necessary, including regular attendance at meetings which may occur outside normal business hours.
4. Establishes and maintains effective working relationships with primary customers, employees and the general public and provides direct customer service to the public conducting business in-person or remotely.
5. Assists and performs customer service duties in the areas of election administration, campaign finance compliance, concealed weapons licenses, passport issuance.
6. Depending on assigned service area, leads or assists in conducting trainings for up to 120 attendees on related topics.
7. Interacts with media as needed, prepares and disseminates press releases and other communications.
8. Assists in the administration of the Clerk/Register budget.
9. Plans, organizes, assigns, directs, reviews and evaluates the work of support staff.
10. Interprets applicable laws, regulations and County policies/procedures for assigned service area, communicates requirements to diverse group of customers, and ensures compliance.
11. Exercises independent judgment and initiative in analyzing problems and recommending solutions/making decisions requiring analytical thought.
12. Examines and processes a variety of legal documents in accordance with statutes, regulations and County procedures. Issues official copies of such documents following specific guidelines.
13. Maintains knowledge of contemporary technology procedures, mandated trends and innovations that allow ongoing development and improvement of programs affecting public service.
14. Acts as a liaison for the Clerk/Register with various County departments and other government agencies. Makes oral and written presentations to include; financial, operational and other types of departmental reports.
15. Collects analyzes, compiles, prepares and disseminates reports related to the operation of the assigned service area. Develops, recommends, and implements program management strategies in conjunction with established goals and objectives.
16. Monitors, analyzes and implements new state regulations and legislation that impacts County activities. Develops policies and procedures to ensure proper interface and implements such changes after approval. Distributes such information to County departments, the courts or other agencies, organizations, and the public as required.
17. Directs and coordinates the maintenance of records and the production of periodic and special reports. Administers receipting and accounting for fees for service and other monies received.
18. Performs specific programmatic and analytical duties to ensure the successful implementation of services.
19. Uses standard office equipment including a computer terminal in the course of work.
20. Works other than normal business hours on a regular or semi-regular basis and may attend meetings away from the office.
