Senior Valuer needed in Swindon, £25ph PAYE – Reference: RQ1276357
Responsibilities:
1. Provide professional advice, input, and management of residential (excluding Client housing), retail, commercial, and industrial property, particularly the management of District and Local Shopping Centres.
2. Manage staff working under the postholder through procedural control, including key result areas and development and staff appraisal techniques. Allocate cases and provide guidance, supervision, and direction, ensuring completion of assigned cases. Assess, identify, monitor, and supervise the professional training needs of the staff.
3. Ensure that valuation work undertaken by staff is in accordance with the Statutory Code and CIPFA and RICS Practice Statements and Guidance Notes, and complies with the Client’s standing orders, financial regulations, codes and practices, as well as the Division’s office procedures and ISO Quality Standards.
4. Assess and undertake the leasing and renewal of leases for primarily retail, commercial, industrial, and non-operational property.
5. Undertake valuations for rent review, analyze market evidence, initiate, negotiate, and implement rent reviews to maximize the Client’s rental income. Prepare and represent the Client in cases for third-party determination by an independent Expert or Arbitrator, primarily in respect of rent reviews and lease renewals. Where required, represent the Client as a professional Expert Witness in court cases.
6. Provide strategic development advice and guidance primarily through multi-disciplinary working parties for residential, retail, commercial, and industrial schemes, to further the objectives of the Property Services business plan, asset management plan, and capital programme.
7. Maximize opportunities to improve the effectiveness and efficiency of the Client’s property portfolio, including negotiating the disposal of land/property interests (both long leasehold and freehold) for development purposes by tender and private treaty, including detailed joint venture initiatives with the private sector.
8. Prepare development briefs, interview/select developers for disposal of land and property, and prepare capital, rental, and development estimates and feasibility studies.
9. Inspect properties and prepare valuations under Right to Buy legislation, for Mortgages and land and property for public sector/housing schemes. Assess the value of the Client’s commercial assets within a given portfolio to determine their Asset Value.
10. Acquire primarily urban property under compulsory purchase powers and by agreement, including preparation and presentation of the Client’s case in the event of a dispute for determination by the Lands Tribunal.
This is a full-time role on a temporary contract basis.
