Job Title: Estates Operations Supervisor
On behalf of our client, MPA Recruitment are recruiting Band 5 Estates Operations Supervisor for their large public sector client in the Belfast area.
As a maintenance supervisor, the post holder will assist with managing a cost effective and efficient service that supports the corporate aims of the client to meet its aims of quality of service commensurate with a modern Health Service.
Working as a member of a team of Estate Operations Team, the post holder will assist with the management and co-ordination of estate operational and maintenance teams throughout the clients Estate.
The post holder will provide and receive complex or sensitive information relating to Building or engineering issues. The post holder will be required to explain technical issues to non-technical staff.
Location: Belfast
Hours: 37.5 hours per week (Mon -Fri)
Hourly rate: 14.53 per hour
Responsibilities of the role:
1. To supervise and manage directly employed trade staff and external contractors on maintenance and servicing duties including Building, mechanical, electrical works, and promoting innovative solutions for continually recurring problems.
2. To allocate the best resources available including external sub-contractors and directly employed staff on various emergency and infrastructure works, in all facilities across the Trust and check for completeness and quality of work.
3. To assist directly employed labour, external sub-contractors and Estates Officers to investigate and identify problems with complicated building fabric, plant and equipment and recommend the most suitable repair solution.
4. To issue and control daily work allocation to directly employed labour and external sub-contractors through the departments CAFM Systems. Keep electronic records of work allocated including date, location, details and outcomes.
5. Responsible for planning maintenance programmes for building & engineering services. This includes reviewing working procedures and practices.
6. Responsible for the supervision and management of the directly employed labour team for whom they have responsibility. This includes managing issues such as attendance, performance and pre-approval of overtime/on-call payments.
7. To ensure compliance scheme works are actioned and completed through use of the Trusts Compliance Management Software.
Criteria:
1. Working knowledge and experience in the maintenance of complex building fabric, engineering plant and equipment.
2. Working knowledge and experience of undertaking tasks relating to building and engineering trade groups.
3. Working knowledge and experience of working in a Healthcare Environment.
4. Carrying out directly or by contract repair, replacement and renewal of Building fabric, engineering plant, equipment and services.
5. Working knowledge of Microsoft Office (Outlook, Word, Excel, and PowerPoint) and CAFM Systems.
6. Completion of a recognised and registered building/construction apprenticeship. (Full details of apprenticeship must be given on Application Form)
7. Must hold a relevant building/construction or other related subject qualification at QCF or NQF Level 3 (or higher) together with a minimum of 5 years’ relevant post apprenticeship experience.
8. OR
9. A BTEC Higher National Diploma/Higher National Certificate or equivalent in a building/construction or other related subject together with a minimum of 3 years’ relevant post apprenticeship experience.
10. Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by The Organisation which will permit them to carry out the duties of the post.
11. Experience in risk management and construction health & safety standards.
12. Experience of people management, leadership, organisational & communication skills.
13. Ability to work accurately and produce work of a high standard under pressure and to strict deadlines.
14. Ability to work independently and as part of a team.
15. Experience of estates supervision and control of contractors.
16. Ability to interpret detailed drawings, manuals and specifications.
17. Experience of working with stakeholders, both internal and external to an organisation, to achieve successful outcomes.
18. Knowledge of Statutory construction health and safety legislation.
19. Knowledge of Best Practice Healthcare policies and procedures.
20. Working knowledge of maintenance activities in a commercial/industrial building environment.
21. Knowledge of construction supply chains and product specification.
