About the job Job summary The Safeguarding Manager & Lead Nurse for Safeguarding will be responsible for supporting the Head of Safeguarding through the coordination of UKHSA activity to meet responsibilities and requirements under legislation, regulation and UKHSA Quality Standards in safeguarding children and adults in need of protection. The post holder will: Provide corporate and professional leadership and support to enhance UKHSA understanding, engagement and compliance in safeguarding, and act as UKHSA Nurse Advisor for Safeguarding providing expert advice throughout UKHSA at national, regional and local level. Coordinate and report on UKHSA responsibilities under the Mental Capacity Act 2005, providing advice and support across the organisation. Work with the Head of Service to establish, monitor and continuously improve effective systems to ensure that UKHSA staff have the appropriate knowledge, competence and training to provide safe services, that safeguarding work is monitored, and that good governance is in place. Lead on the day-to-day management of these systems, including the production of routine monitoring reports. Be a Registered Nurse, based within the NMAHP Division and reporting to the Head of Safeguarding. Work closely with a group of safeguarding leads and clinical advisers across UKHSA, supporting them to manage day-to-day safeguarding activity and will support UKHSA Safeguarding Committee. Job description Provision of specialist advice · Provide expert professional advice and subject matter expertise on all aspects of safeguarding children, young people and adults, families and communities at risk across UKHSAs business. · Work with the Head of Service to support the Chief Nurse as lead for safeguarding and the Safeguarding Board as the key governance body. · Develop effective working relationships with Designated Professionals and Named Nurses across the health and care system. · Provide/secure professional/clinical nursing and midwifery advice for UKHSA safeguarding arrangements and in supporting handling, referral and reporting of safeguarding concerns supporting UKHSAs safeguarding leads to manage safeguarding concerns and incidents. · Ensure that UKHSAs services, products and ways of working take account of legislative and organisational safeguarding responsibilities. · Provide professional advice on matters relating to mental capacity, deprivation of liberty and consent for UKHSA staff and teams. · Lead for UKHSA with National Mental Capacity Act Implementation · Work in partnership with relevant safeguarding leads in NHS England, CQC, local Government and NHS Improvement via the National Head of Safeguarding to contribute cross system high quality safeguarding arrangements Lead for UKHSA at national CYP Safeguarding working groups, including the Safeguarding Health Engagement Partnership and the National Safeguarding Steering Group. Training · Undertake regular training needs analyses in relation to safeguarding in line with best practice in the health and social care sector in the UK, and for international work and advise on relevant training programmes. · Monitor the take-up and effectiveness of the training provided and report as part of UKHSA Quality reporting system. · Lead UKHSAs safeguarding leads network, providing opportunities for learning and development. · Develop and deliver training as required on mental capacity and deprivation of liberties issues, as per the Adult Safeguarding Intercollegiate Document. · Contribute to cross system development of training materials on Child Sexual Exploitation & Abuse; Domestic Abuse and Violence; Modern Slavery & Human Trafficking; Scams; Female Genital Mutilation and other relevant areas of work Data collection and analysis · Ensure there are systems in place for the effective collection of data relating to safeguarding activity. · Provide regular reports to the Deputy Director as required. · Compile safeguarding data quarterly and provide reports to the Safeguarding Board (or other individuals or groups as required), making recommendations for improvements to systems and processes on the basis of quantitative and qualitative information. Governance · Manage the agendas and papers for meetings of UKHSAs Safeguarding Board. · Work within UKHSAs quality management approach as the component lead for safeguarding, setting and monitoring quality standards and supporting quality leads. · Support the Head of Service in embedding quality across the organisation by ensuring safeguarding components of UKHSA Quality system are supported and ensuring systems are in place to provide that assurance. · Identify, assess and manage risks related to safeguard and escalate safeguarding issues if required through UKHSAs governance structures. · To review regularly organisational compliance in relation to mental capacity legislation and develop and monitor action plans for improvement as needed. Policy and procedure development and communication · Ensure that appropriate organisational policies, procedures and guidance are in place to support staff in the areas of safeguarding, mental capacity and consent in the course of their work. · Seek feedback and regularly update supporting documents. · Manage internal dissemination of new and updated documents, developing and implementing effective communication strategies. Continuous improvement · Maintain awareness of external developments (including legislation and best practice) in safeguarding and related areas and make appropriate recommendations to improve UKHSAs approach and practice. · Establish lessons learned and review processes · Review related external publications and reviews which offer opportunities for learning and make recommendations to improve UKHSAs practice. · Develop and sustain strong external relationships and attend relevant national networks.
