The Site Manager is responsible for the entire scope of construction site activities on a given project site, acting under the direction and on behalf of the project manager / director. Within a given project, they define the site works strategy, lead the site teams, and manage the execution of the project scope of works.
Responsible for ensuring that Safety, Quality, Costs and Schedule comply with contractual obligations, company policy and local regulation.
On Large & complex sites a site manager can be mobilised to look after individual major packages.
Reports to the GSI Construction Manager and participates in the function's objective definitions and their follow-up.
Job Description
Main tasks are the following:
In ITO
1. Participate in costing & scheduling of site activities.
2. Support in the preparation of tender documents related to construction & installation activities.
3. Support the formulation of the contracting strategy (sub-con / partner) and apply it throughout the ITO phase with input from EHS, Quality, Planning & Sourcing functions.
4. When appropriate, actively participate in project teams from feed stages all the way through completion.
During OTR
1. Ensure the consistent application of the defined contracting strategy.
2. Support the timely definition and issuance of sub-contracts with EHS, Quality, Planning, Contract Management & Sourcing Input.
3. Act as the main point of contact for operational aspects of all sites sub-contracts.
4. In the case of partner / consortium, act as the main point of contact for all construction-related topics.
5. Ensure integration of Customer EHS requirements in project-specific EHS procedure with EHS department support.
6. Responsible for planning of C&C activities within the overall project schedule, implementation of construction management on each site towards on-time delivery of the project.
7. Responsible for managing the risks and opportunities related to Construction & Commissioning activities.
8. Active participation in the Behavioral Safety Programs Safety Footprint.
9. Support preparation of staffing plan, mobilization of site teams & follow up of actuals vs. plan.
10. Set goals and objectives for the supervisors & technicians mobilized on his site.
11. Liaise with design office for timely issuance of data required for preparation of site works (specs, designs, BOQ, material lists, ...).
12. Support project leadership during important meetings with customers.

External: Customer, Subcontractors, staffing agencies.
Major Responsibilities:
People Management
1. Lead and manage the site teams to ensure performance standards, project objectives, policies and procedures are met.
2. Provide feedback on know-how and competencies to hierarchical managers for personnel assigned to his sites.
Health and Safety
1. Demonstrate EHS leadership and ensure STOP WORK POLICY is implemented within the team.
2. Ensures application of GE GRID EHS Policy and procedures in all site activities.
3. Communicates regularly on policy & process to all Project Site Staff (GE GRID employees and non-GE Grid) and ensure their application by all stakeholders on Site.
4. Takes responsibility to reward and encourage proactive steps toward all matters related to EHS in the workplace.
5. Lead EHS Gemba walks and drive EHS improvement initiatives on the site under his responsibility.
6. Identifies and evaluates EHS risks and implements practical measures to mitigate them.
7. Sets an example by demonstrating the proper acts and actively observing work conditions and behaviors, giving immediate & constructive feedback, and celebrating achievements or safe behaviors.
8. Actively and routinely promotes the identification of hazards and near misses to their teams.
9. Actively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.
Quality
1. Comply with Quality Procedures, work instructions and Processes.
2. Report or resolve any non-conformances and process in a timely manner.
3. Put in place Site procedures to ensure that Site Works will be conducted to the satisfaction of the Customer, to the level of GE Grid standards.
4. Ensures collection of key information on sites for preparation of Lessons Learned for capitalization on future projects.
5. Initiate & participate in improvement actions on Construction processes, tools, and documents.
Key performance indicator management
Provide timely status and metrics of site activities performance within the project:
1. Weekly safety project metrics and observations.
2. Weekly & Monthly Site reports.
3. Monthly report on sub-contracts status.
Skills / Qualifications
1. An appropriate qualification in Civil / Electrical Engineering, degree level with proven, relevant experience.
2. Appropriate health and safety experience, training and qualifications in line with international standards for roles of this nature.
3. Background in HV electrical works and commissioning.
4. Great interpersonal skills & ability to lead working teams in difficult situations.
Experience
Previous experience of undertaking the role of Site Manager on medium to large HV Substation Project.
Have previous experience in the installation and commissioning of key elements of the project including:
1. Civil Works
2. Building services & auxiliaries
3. HV & MV equipment
4. Control & Protection system
5. Testing & Pre-Commissioning
Knowledge:
1. Be knowledgeable on international standards and 'best practice' in relation to construction.
2. Be knowledgeable on environmental legislation and good industry practice in relation to construction works.
3. Be knowledgeable on the key applicable standards and specifications associated with the civil and electrical works construction applicable for countries in the region.
Other:
1. This is a site-based position which will require extended posting on project sites across the North Europe region.
2. Ability to communicate effectively, and to accurately and concisely report both verbally and in writing. Proficiency in ENGLISH mandatory. However, additional language proficiency in European languages will be an added advantage.
