To safely and seamlessly integrate complex multi-disciplinary externally funded key schemes and major enhancements into the railway environment, whilst minimising impacts on existing railway operations and operational infrastructure. Leverage knowledge and understanding of rail related risks and constraints to facilitate solutions that align with external client objectives whilst meeting all stakeholder requirements. To liaise with the external client team driving adherence to relevant Network Rail and rail industry standards and processes whilst managing client expectations. This role is predominantly based around the Old Oak Common HS2 project and integration between HS2 works and Network Rail, rail systems will be required.
About the role (External)
Your Main Responsibilities will be to:
1. Develop and deliver solutions for externally funded key projects and schemes, high value, politically sensitive and multi-disciplinary projects (Levels of Control 1, 2, 3 & 4) and where mandated, assure delivery in accordance with the GRIP lifecycle. Manage the seamless integration of all project risks affecting the operational railway.
2. Engage with and manage the interface with stakeholders to enable compliance with Network Rail governance and assurance processes. Facilitate compliance against the Railways Act and Network Licence and oversee the completion of deliverables.
3. Interrogate the Client remit and programme and provide clarity of operational railway interface requirements. Devise solutions to enable early and accurate decision making by the Client.
4. Liaise with Construction Design Management (CDM) Client and other duty holders to establish principles for project compliance with the CDM Regulations.
5. Lead the Network Rail interface with projects to secure and allocate resource and assure delivery of projects in compliance with Network Rail processes and procedures. Communicate progress against defined milestones and expectations, implementing contingency measures where necessary.
6. Facilitate agreement between all parties to identify which organisation acts as proposer for infrastructure changes in accordance with Common Safety Method - Risk Assessment Regulations. Lead the monitoring and analysis of all aspects of risk and performance over the project lifecycle.
7. Lead the review of lessons learned, and developing of mitigation strategies with stakeholders to refine project proposals to facilitate successful delivery.
8. Build and develop effective relationships with all stakeholders, manage expectations, champion project interests, leveraging levels of influence of key contacts within relevant organisations.
9. Identify and progress opportunities to reduce Network Rails asset and maintenance liabilities, resolve conflicting works and drive efficiencies.
10. Facilitate full recovery of Network Rail costs in accordance with the legal agreements in place between the external party and Network Rail.

· Educated to degree level in a relevant discipline or equivalent demonstrable experience
· Membership (or working towards membership) of the Association for Project Management
· Registered PRINCE2 Practitioner or equivalent
· Knowledge of the operational railway and railway infrastructure
· Excellent stakeholder engagement and communication skills at all levels (should include customers; 3^rd party representatives, other business and functional leaders)
· Successful relevant experience in a complex project environment including demonstrable experience in team management, planning, contracting and delivery of projects
· Previous experience in managing ambiguity and constructively challenging others ides with strong evaluation and decision-making skills
· Demonstrable experience of health, safety & environmental requirements including CDM Regulations and CSM-RA with knowledge of Health & Safety legislation and best practice
· Understanding of project commercial requirements & programme controls
· Knowledge of GRIP
· Knowledge of investment, commercial and procurement practices
· Competent in Accident investigation
