Detailed job description and main responsibilities
Develop and lead the implementation of our strategic workforce systems plan, including the alignment of workforce plans with the Trusts' overall strategy, conducting workforce analysis and forecasting, identifying skill gaps, and developing solutions, and ensuring effective resource allocation.
Develop excellent working relationships and communicate proactively with a network of stakeholders both internal and external.
Responsible for departmental budget.
Work closely with key stakeholders to develop new ways of working which may have significant impact across the large footprints of both organisations and change service provision and delivery.
Ensure staff are fully engaged and involved during all stages of service transformation/ performance improvement activities from diagnostics, design through to delivery.
Decide on the type of data and information that is required to support service transformation /performance improvement / workforce planning activities and select the optimum method for collecting and analysing the necessary data/information.

Education
Essential criteria
* MCIPD qualified or equivalent qualification/experience to master's Level
Desirable criteria
* Post Graduate Management Qualification/MBA
* Quality improvement qualification or equivalent
Knowledge
Essential criteria
* Substantial recent management experience in temporary staffing, medical locums and systems development
* Experience of providing people management services to a wide range of staff from different professional or occupational backgrounds
* Previous management experience, demonstrating ability to provide direction, enable others to perform and holding to account for performance
* Demonstrable experience of Business Planning and Service redesign
* Demonstrable evidence of Service Change and Improvement programmes
* Extensive experience of formalised workforce planning, key workforce information and delivery
* Clear understanding and experience of Budget Management and cost improvement responsibilities
* Experience of successfully leading and delivering on HR/OD projects and designing/ using interventions to facilitate and implement change
* Experience of policy review and development
* Knowledge of the current strategic workforce agenda in the NHS.
* Working knowledge of quality improvement tools and techniques
Desirable criteria
* Project management experience with a range of Stakeholders, delivering to time, cost and quality
