Job Summary
This role plays a key part in implementing the NHS London Procurement Partnership vision & strategy, approved by the NHS LPP Steering Board, and supports the Workforce Category Team in delivering the aspiration of the Board to become a world-class procurement partner of choice for the NHS and the wider public sector.
Main Duties of the Job
* To develop and lead a specific strategic sourcing programme for defined categories, across a number of NHS Trusts, taking the lead on specific/allocated portfolio of sourcing categories, and contributing significantly to the delivery of allocated procurement projects within key markets.
* To support the LPP Workforce Category Director in the delivery of cost and efficiency savings across a large number of London Trusts, by analysing current spend information to develop procurement strategies.
* To ensure contract compliance across the LPP, pursuing procurement excellence through the implementation of efficient and effective procurement projects within key markets.
* To meet customer requirements by demonstrating best value for money, through compliance with category priorities and contracts, and by actively managing the marketplace through development of key strategies for supplier and contract management.
* Senior activity in liaising with colleagues at all levels to ensure compliance in the use of agreed standardised products, ensuring the range of items within catalogues is rationalised to an optimum level.
About Us
NHS London Procurement Partnership has been hosted by Guy's & St Thomas' (GSTT) NHS Foundation Trust since 2012 and provides the legal framework and supporting services under which NHS LPP operates. However, NHS LPP is a membership organisation funded and governed by its members and not GSTT. NHS LPP staff are employed by GSTT.
NHS LPP develops and manages collaborative procurement projects on behalf of its members including acute, community and mental health trusts, as well as CCGs. NHS LPP has a number of members outside of London. This role requires the post holder to manage collaborative procurement within the normal NHS membership but also working with other public sector bodies, advising and managing their procurement processes to deliver benefits to the wider public sector. The organisation will continue to develop as a centre of commercial excellence that delivers significant and sustainable cost and service improvements to all stakeholders primarily in the London NHS economy but also outside London. There are around 46 organisations within the NHS LPP membership along with CCG's.

Experience

* Significant commercial experience, including expert technical Workforce procurement and deep category management skills in the public and/or private sector.
* Public and/or private sector management role at a senior level.
* Experience working at regional and national level
Desirable
* Experience in the digital space with regard to website management and supplier management including experience with administering and working on a web-based system
* Proven Senior level experience or significant exposure of leading and delivering complex programmes in a politically sensitive and complex environment
