JOB PURPOSE SUMMARY:

You will ensure the business adopts a pro-active and consistent approach towards all sourcing and contract management activity, ultimately ensuring that value for money is maximised, quality of supply is improved, cost savings are generated and social value is enhanced.
KEY RESPONSIBILITIES AND ACCOUNTABILITIES:
At LLA, we procure many exciting things such as Fire Engines, critical & innovative IT systems & infrastructure, Bars and Retail Units, large construction projects as well as fun marketing campaigns, including Christmas and celebrity visits.
As a buyer you will be responsible for procuring various commodities and services through the electronic tendering portal (Jaggaer). You will:
* Maintain an engaging approach, working in partnership with internal and external stakeholders on procurement and contract management across all categories including; IT, Commercial, Corporate Services, Infrastructure and Operations.
* Carry out all contracting activity in line with LLA’s procurement policy and Competition Law and run end to end procurements from planning, sourcing, contract management to supplier performance.
* Develop and implement a procurement strategy for the renewal of existing and entirely new contracts/framework agreements, with a focus on sustainability and be able to successfully negotiate with suppliers to achieve a better and more sustainable outcome for the business.
* Be able to pull together effective ITT documents, lead evaluation sessions, negotiate with suppliers and present outcomes in a clear and concise way. Research, assess and prioritise stakeholders' requirements to ensure value outcomes and risk-assured solutions.
* Maintain and manage the contract database, e-Sourcing tool and protocol for ongoing supplier management, including the creation, rationalisation and management of “preferred suppliers” and report on and monitor supplier performance.
* Provide advice and guidance to key stakeholders on procurement policies and procedures.
* Research market data and use it to estimate and negotiate current and future prices and innovations for goods, works and services.
* Attention to detail and collaborative working are a key part of this role. You’ll have outstanding organisational skills and be solutions focused with the ability to multi-task and meet deadlines. Strong communication skills to all levels within the business are a must.
QUALIFICATIONS REQUIRED:
We pride ourselves on having a driven and highly motivated team. As a buyer at LLA you will be/have:
* 2 years of experience in a highly regulated procurement role.
* CIPS qualified or willing to work towards.
* Excellent communication (both written and oral).
* An awareness of the Public Contract Regulations and OJEU/FTS.
* A good understanding of best practice procurement under competition law.
* Ability to work in a methodical manner.
* Strong analytical and Microsoft Excel skills.
* Ability to co-ordinate multi-disciplined teams to deliver projects on time and to a high standard.
* Must have strong attention to detail and able to highlight anomalies in reports, evaluations and financial data.
* Strong problem identifying and solving capabilities.
* Organised, accurate, detail oriented, independent and a reliable team player that takes ownership of work.
