We are appointing to a key position within County Durham and Darlington NHS Foundation Trust's management structure. The Health, Safety and Security Manager will lead and manage the delivery of the Trust's Health and Safety, Security and Fire services, including the management of staff and outsourced contracts.
You, and your team, will provide specialist, professional expertise to staff at all levels, including directors, senior managers, estates and clinical staff in all matters relating to health and safety, fire safety, security and violence prevention and reduction (VPR). You will also act as the Trust's Security Management Specialist and as a Strategic Lead for the development and roll out of the Trust's VPR programme, meeting NHS security management standards and the national VPR standard.

Main duties of the job
The post holder will have overall responsibility for ensuring that health and safety, fire safety and security services are provided in line with all applicable legislation, CQC Fundamental Standards of Care, Health Technical Memoranda, NHS and applicable professional and industry standards.
Using your expert knowledge, you will be responsible for advising managers, representatives and colleagues on all issues relating to Health and Safety at work and for the development, delivery and coordination of Health and Safety training for colleagues.
You will need to work closely with staff at all levels to ensure confidence in the health and safety of users of our services and our staff. We cover a large geographical area and staff work in multiple buildings, across both our own and service partner's buildings.
You will be responsible for the prompt and thorough investigation of all security and health and safety incidents (including incidents of violence and aggression against staff), and for the identification and implementation of learning and remedial actions. In the case of VPR incidents, this will also include supporting department line managers to implement any learning.
Job responsibilities
The Health, Safety and Security Manager will:
1. Advise relevant external partners, agencies and regulators on matters relating to health and safety, fire safety, security and VPR including: local police contacts, other care providers, PFI partners, estates contractors, service suppliers, the HSE and local authorities.
2. Ensure the implementation of best practice throughout the Trust's Security, Fire and Health & Safety systems and processes.
3. Be responsible for the day-to-day leadership, management and strategic development of all services within their portfolio, balancing proactive service development and strategic leadership against the reactive demand of operational responsibilities and stakeholders.
4. Provide professional and managerial leadership to staff within the department and advise the Head of Assurance and Compliance and Senior Associate Director of Assurance and Compliance of technical and environmental issues in relation to areas of responsibility.
5. Work independently guided by applicable legislation, regulations and organisational policies and specific local and national guidelines, advising how these should be interpreted and implemented.
6. Assimilate and summarise complex, multi-stranded, sensitive and sometimes contentious information, comparing facts and analysing situational data from a range of sources, developing options and assessing risks and opportunities to the organisation and making recommendations to facilitate decision making by directors and senior managers.
7. Proactively manage the budgets for services (staff, contracts and software) within the remit of this post, ensuring that expenditure remains within agreed limits and strategies for resource utilisation.
8. Be responsible for the prompt and thorough investigation of all security and health and safety incidents (including incidents of violence and aggression against staff), taking account of their severity, and for the identification and implementation of learning and remedial actions.
9. Negotiate with suppliers of security and lone worker services, and with contractors and partner organisations to ensure value for money for services within their portfolio and robust assurance of compliance with health and safety legislation where necessary.
10. Line manage the Health and Safety Team, including appraisal and development of team members and supporting their wellbeing.

* Educated to master's level or equivalent level of experience of working at a senior level in specialist area.
* Management qualification or demonstrable management skills including effective people management including performance management and development.
* NEBOSH Diploma or equivalent qualification / demonstrable Health & Safety experience.
* Evidence of continuing professional development (CPD).
Desirable
* Further NEBOSH, COSHH and similar qualifications.
* Relevant qualifications in security management and in violence, prevention and reduction.
* Previous experience within Support Services in a healthcare environment.
