We are seeking a candidate with a proven record in estates management, infrastructure strategy, and sustainability, ideally in healthcare or the public sector. Main duties of the job
The Assistant Director will lead the development and implementation of a comprehensive delivery plan aligned with the Infrastructure Strategy and Green Plan, working collaboratively with partners to ensure the effective oversight of capital planning, prioritisation, and programme monitoring through the ICB's governance structures.
A key responsibility is driving improvements in estate utilisation, ensuring existing assets are optimised to support healthcare delivery and meet strategic goals. The post holder will also provide technical expertise in the preparation, review, and monitoring of business cases, ensuring robust and evidence-based decision-making. Additionally, they will engage with system partners to optimise the use of the crown estate, aligning proposals and programmes with the Design for the Future objectives.
This role requires strong leadership, collaboration, and technical acumen to deliver meaningful change in a complex and evolving environment.

Job responsibilities
The post holder's primary role will be to lead on the continued development and implementation of the ICB/S Estates and Infrastructure Strategy and planning for investment in the NHS Estate and Infrastructure, to enable clinical and non-clinical strategy aims to be realised.
The post holder will support development programmes for capital and infrastructure investment, prioritisation, and business cases for agreed strategic improvements.
The post holder will act as the focal point for ICB business cases, specifically those that require NHSE/I approval, so detailed knowledge of the HMT Green Book, 5 case model, and the NHSE/I approval process is required to deliver the role.
The post holder will be responsible for building partnerships and collaborating with wider ICS system leaders, including provider collaboratives, public health, primary care, local government, voluntary and community sector, the private sector, other partners, and local people to make real transformational differences for the population through local, regional, and national forums.
The post holder will work closely with other senior leaders across the ICS and system, including those leading Finance, IT/digital, procurement, and environmental sustainability.

Qualifications
Essential
* Specialist professional knowledge acquired through a Master's Degree or equivalent experience that covers the various disciplines associated with Estates and Facilities Management.
* Full understanding of relevant policy drivers and their application to the organisation.
* Expert understanding/application of relevant requirements/standards for the delivery of estates and facilities.
* Considerable experience in managing capital and revenue projects.
* Extensive understanding of capital projects, business cases, and processes.
* Strong analytical and reasoning skills.
* Effective people management and communication skills. Self-motivated and a strong influencer of others.
* Evidence of knowledge of successful change.
* Master's Management qualification or suitable alternative expert knowledge of estates, capital, and leadership management through work experience at a senior level.
Desirable
* Project and programme management theoretical knowledge and application.
* Management qualification or significant experience of managing an estates function.
* Accredited membership of a property related professional body (IWFM, RICS, RIBA).
