Water Network Manager
ESP Utilities (ESPUG) launched a new water business, ESP Water in 2021 to offer NAV water and sewerage connections to new build domestic housing and mixed developments. As a key member of a "start-up" business, the successful candidates will be expected to be very flexible and adaptable; they will be joining a small team and so will be expected to be willing and able to be multi-disciplined, flexible and often work out of their comfort zone!
The role will be responsible for ensuring that assets adopted from our construction customers are compliant with the relevant standards and regulations and for putting in place and managing the adoption and O&M of the network assets.
A key requirement will be for the successful candidate(s) to demonstrate a strong customer service ethos - both towards our construction partners and retail customers - and a focus upon operational excellence in the adoption and management of our network assets.
ESPW adopts assets from construction partners and developers across all regions of England and Wales. The successful candidate is likely to be home based but will require regular travel to sites that are either adopted or in-construction.
Key Responsibilities
The following key responsibilities apply to the role(s):
* Responsible for ensuring water assets are designed and constructed in line with ESPW's design, specification and operational policies and procedures.
* Implement appropriate measures to ensure the assessment and approval of the design and specification for water distribution networks submitted to ESP by its self-lay partners for ESP adoption.
* Undertake second tier site inspection audit visits on assets under construction by our construction partners, and for adoption by ESPW, to ensure compliance with adoption standards and good working practices.
* Approval and authorisation of SLP partners that ESP may employ.
* Liaise with construction partners to offer technical support and guidance throughout the design and construction process.
* Develop, implement and manage operational processes to deliver the Safe Control of Mains Connections (SCMC) for ESP Water.
* Develop, implement and manage a competency and authorisation register for all SCMC activities clearly defining roles and responsibilities as a Competent Person (CP), Senior Competent Person (SCP) and the Water Company Controller (WCC).
* Develop and assure asset maintenance and inspection regimes.
* Manage high level operational liaison with other incumbent water companies.
* Manage reporting, monitoring (KPIs) and compliance with all design, construction, maintenance and emergency response policies and standards and in accordance with ESP's policy.
* Manage the review of the status, adequacy and effectiveness of the asset maintenance regime, safety policies and technical standards.
* Participate in an out of hours stand by rota and act as Duty Manager in the event of an incident where required.
* Ensure that the requirements of ESPUG's Health and Safety, Environmental and Asset Management Policies are met.
* Ensure that the quality, environmental and statutory requirements of ESP Water's NAV licenses are met and where practicable exceeded.
* Support the wider ESPUG operational and commercial teams with technical expertise on water adoption principles and customer and consumer queries.
* Support the wider ESP Water team, where required with new NAV submissions to Ofwat, in order to ensure that all commercial, procedural and regulatory documents are completed.
* Manage the effective delivery of the meter reading programme and future back-office integration plans.
* Develop a leakage monitoring strategy through deployment of loggers across ESPW's networks.
* Support the Head of Water develop an AMI smart metering strategy and future programme role out as the ESPW network base grows.
Key Skills
* Significant experience in the water distribution sector with specific Knowledge of design, delivery, installation, operation and maintenance. Experience gained within the context of a water company Developer Services role or within a self-lay provider (SLP) or Developer would be advantageous.
* Qualified Incorporate Engineer (IEng) or equivalent qualification desirable; or proven relevant experience, with interest to become qualified.
* In depth knowledge of the relevant water industry Standards, Recommendations, Specifications and Legislation relevant to the construction and operation of water distribution networks.
* Operational, design and regulatory knowledge of the drinking water, environmental and other regulations pertinent to water network operations.
* Knowledge of the selection and procurement of materials to be used in the construction of water distribution networks, and the selection and management of contractors and construction partners.
* An innovative approach to problem solving. Brings an energetic and curious approach to problem solving.
* An ability to adopt a wider perspective than the immediate bounds of the job description. Flexible approach to working on activities across the water team.
* Excellent relationship management skills.
