The Support Directorate directs the delivery of operational support functions and activities. The N6 Cyberspace Division is responsible for advising the Command Group (CG) on matters relating to Communications and Information Systems (CIS) in support of Command & Control (C2) for maritime operations, exercises and training as well as Cyberspace related issues. The N63 Communications and Informati on Systems Enablement Branch is responsible for managing and planning the implementation of CIS assets and capab ilitie s. N63 attends the main CIS groups in NATO and non-NATO entities, and therefore manages the majority of MARCOM’s CIS projects, leading the Operation and Experimentation tests. Within the N63 Branch, the incumbent is responsible to lead and coordinate CIS projects and support the planning for Capability Integration and Service Transition of CIS and to plan/support user acceptance of the capabilities for the Deterrence and Defence of the Euro-Atlantic Area (DDA) transition. He reports directly to the N63 Branch Head. … DUTIES The incumbent's duties are: - Perform analysis on MARCOM's roles to support the implementation of DDA and relevant NATO 2030 initiatives to ensure effective deployable CIS capabilities are enabling deployed commander's C2 for the full spectrum of NATO operations, as well as CIS service support to operations and exercises. - Manage, track, and update CIS apportionment for supported units, and synchronizes MARCOM efforts to support NATO operations, missions, exercises and other approved tasks or activities. - Manage the Long-Term Readiness Plan (LTRP), coordinating and prioritizing the CIS assets committed to Allied Reaction Force (ARF) and Regional Plans (RP). - Perform in-depth analysis of Information Exchange Requirements (IER) to validate all operational support requirements between MARCOM HQ, other NATO Commands, and NCIA in operations and exercises for DDA and NATO 2030 initiatives. - Direct the provision of CIS planning for military operations. - Analyze external activities required to restore or improve CIS performances to minimize the adverse effect of incidents and problems and proactively prevent the occurrence of problems and errors for DDA and NATO 2030 initiatives. - Develops and maintains working relationships with external agencies. Establishes effective communication formally and informally, with peers, subordinates and external agencies. - Maintains presence in the FMN OCWG for establishing new operational requirements from the Maritime domain. - Supports alignment with FMN and MC-0195 and other related NATO maritime doctrine. - Supports CIS projects in NATO pipeline as assigned. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract The incumbent may be required to undertake operational deployments and/or TDY assignments both within and without NATO's boundaries for up to 183 days in any period of 547 days. Experience - 2 years' experience in the last 5 years in hardware/software configuration management procedures and CIS equipment. - A proven track record of extensive knowledge of military operational CIS requirements. - 2 years' experience in the last 5 years in development and use of communication networks. - Experience as an enterprise-level IT expert in a major international or multi-national organization or corporation. - Recent experience in IT sector. - Knowledge of NATO organizational structures and processes, including the capability development process, the NATO CIS structure, and the NATO financial structure - Knowledge of IT/ telecommunications industry standards and best practices. ( 2) Project management The management of projects, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality. Skill Level (Ensure/Advise) Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects (typically with direct business impact and firm deadlines). Identifies, assesses and manages risks to the success of the project. Ensures that realistic project plans are maintained and ensures regular and accurate communication to stakeholders, consistent with the methods in use (agile, waterfall, etc). Ensures Quality reviews occur on schedule and according to procedure. Manages the change control procedure, and ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are signed off. Provides effective leadership to the project team, and takes appropriate action where team performance deviates from agreed tolerances. Experience - Previous experience in management of complex projects in international, multicultural environments Essential Education/Training University Degree in a CIS engineering discipline,, and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. Essential Language English - SLP 3333 - (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. Desirable Experience - Experience in NATO or National/International organizations or multinational IT companies. - Experience in PRINCE 2 Agile Foundation and Practitioner (or equivalent certification) - Trained or experience in Cyber security risk assessment/management - Experience in working within the Federation Mission Networking (FMN) framework, specifically in the role of the OCWG - for new operational requirements definition in FMN ATTRIBUTES/COMPETENCIES Personal Attributes \: The incumbent must be able to work with little or no supervision. The incumbent will need to display a high degree of professionalism and technical expertise in performance of his/her duties. The rapidly changing NATO environment and increasingly constrained resource situation creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyse, act with persuasion and diplomacy, arrive at an adequate conclusion to ensure the adequate execution of tasking authority over NATO CIS Group in support of all NATO operations and exercises. Many of the arising problems will require the ability to exercise excellent judgements to propose solutions based on resources available. The incumbent's solution of these problems, and his resulting actions, will impact the delivery of DCIS capability to meet SACEUR's operational tasking. The incumbent must have a strong aptitude for analysis and problem solving. The incumbent works without supervision in accordance with policies and directives, and must possess excellent inter-personal and communication skills, as well as tact; in order to effectively interact with NATO CIS Group Divisions as well as NSB's to support the operational tasks. Coordinates with the operational users and with NCSA for the definition of requirements related with CIS networks for HQ MARCOM. Regular professional contacts with others inside and/or outside immediate organisation on functional matters. Solicits/gives information and provides advice/guidance. Contribution To Obiectives \: Originates and develops recommendations for ACO policies on the CIS support and associated funding mechanisms for the operations and maintenance of C2 systems. Acts as the focal point decision maker for the cost-effective management of ACO/MARCOM budget. Balances operational requirements and technical risks to ensure Maritime Forces is provided with necessary technical capability. Establishes organisational objectives and assigns responsibilities. Influences policy and strategy formation. Initiates influential relationships with internal and external customers, suppliers and partners at senior management level, including industry leaders. CONTRACT This post is approved for a 3-year duration. It is currently unknown what will happen at the end of the 3-year period. Therefore, although there may be a possibility of an extension or even a permanent contract there is a very high risk that the post will not continue beyond the 3-year point and as such no guarantee of work beyond 3 years can be offered. Newly recruited staff and currently serving NATO Civilian Staff with less than 10 years of service will be offered a definite duration contract of 3 years. Serving NATO civilian staff with more than 10 years of service will be offered a contract according to the NATO Civilian Personnel Regulations.
