Sanctuary Personnel is recruiting for an experienced Property Business Partner to join a leading council on a full-time locum contract based in Wakefield. This role offers a competitive daily rate of £500 and provides a critical enabling function to deliver key capital projects and major accommodation moves across the Council’s built environment.
Key Requirements:
* Extensive Property and Estate Management Experience: Proven experience leading and managing property and estate capital projects, preferably within the public sector.
* Strong Leadership and Programme Management: Ability to handle competing priorities and strategically plan work programmes for the successful delivery of capital projects and accommodation moves.
* In-Depth Knowledge of Council Operations: Detailed understanding of how local authorities operate, including property needs and service delivery challenges across various directorates.
* Stakeholder Relationship Building: Ability to establish strong working relationships with internal stakeholders, senior leaders, and key partners to ensure property needs are met.
* Governance and Strategy Implementation: Experience embedding property projects within the Strategic Asset Management Plan and ensuring alignment with the Council’s governance frameworks.
* Estate Strategy Experience: Strong experience in implementing Estate Strategies and asset management plans that meet client needs and organisational objectives.
* Commercial and Financial Expertise: Skilled in contract management, financial oversight, and protecting the Council’s commercial interests.
* NEC Project Management Accreditation (Desirable): Experience or accreditation in NEC Project Management is desirable.
Key Duties and Responsibilities:
* Lead Property and Estate Projects: Manage the delivery of property-related capital projects and programmes, including Regeneration, Arts, Culture & Leisure, and Schools, ensuring projects are completed successfully.
* Client Liaison and Support: Act as the key interface between the property services team and stakeholder clients, aligning project outcomes with client needs and expectations.
* Strategic Planning and Programme Management: Develop and manage property work programmes to ensure successful delivery, balancing competing demands and delivering within set timescales and budgets.
* Support Estate Strategy Implementation: Lead the implementation of the Council’s Estate Strategy and asset management plans, ensuring that property solutions align with the Council’s long-term strategic goals.
* Develop Business Cases: Ensure business cases for projects and programmes are created in line with the Council’s governance framework and strategic objectives.
* Contract and Financial Management: Support the Senior Property Business Partner in managing the third-party property professional services contract, ensuring it aligns with the Council’s commercial and financial goals.
* Compliance and Risk Management: Ensure all property projects comply with relevant legislation, health and safety standards, and the Council’s governance processes.
* Technical Expertise Alignment: Ensure customer needs analysis aligns with the technical expertise necessary to deliver high-quality project outcomes.
