Job Summary
The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.
Headquarters Regional Command is seeking a SHEF Training and Assurance Officer to join the team. HQ Regional Command provides support to the Army in the United Kingdom and overseas in Germany, Brunei and Nepal enabling it to function. This also includes supporting the Army Cadet Forces (ACF). There are a wide range of functions and professions supporting the Army and the ACF. One such function is ensuring our workforce operates safely.
This role leads on the coordination and delivery of Safety, Health, Environment and Fire (SHEF) which sits within the Support Branch of Headquarters Regional Command. As the Training and Assurance Officer, the incumbent will gain and contribute valuable experience in a mixed Military and Civilian environment. The post will oversee SHEF Training, not only in its delivery, but in gathering data and undertaking trend analysis. The post also conducts assurance audits as directed by the Senior Executive Officer SHEF HQ RC. This, combined with the opportunity to lead and mentor SHEF Teams across the UK and overseas, will support the Army’s outputs and enhance its ability to operate safely.
This position is advertised at 37 hours per week.
Job Description
In this role, candidates will be responsible for identifying, promoting, and implementing best practices to ensure compliance with legislation and MOD/Army policies across the RC Area of Responsibility (AOR). No two days are the same and the continual evolution of SHEF policy and delivery ensures that the post will never be mundane. The reactive nature of SHEF means that situations can arise at any time during the day requiring you to have a steady mind to advise on the solution needed.
We collaborate with other stakeholders across Defence and the Army to integrate data from across SHEF including Utilities Management and Accident Statistics. As a key player in supporting this collaborative work, this will ensure solutions are fit for purpose to support our Units and the ACF.
The HQ RC SHEF Team and SHEF Teams across the UK and Overseas will ensure you are ably supported in delivering your outputs. An opportunity for travel overseas exists to assist units under HQ RC control, supported by subject matter authorities in Host Nation (HN) legislation. The role will have the outstanding challenge to identify strengths, weakness, and opportunities for SHEF in the overlap of HN Legislation with MOD and Army policies as well as those affecting the ACF, which is a Youth Organisation sponsored by the Army.
Key Responsibilities Will Include:
* Promote a positive SHEF culture within designated areas through the provision of targeted information and advice
* Assess training needs of SHEF Auditors to ensure they are competent and up to date with legislative requirements
* Identify training gaps, develop, and monitor a Training Plan in collaboration with senior SHEF personnel
* Advise on SHEF training availability and mandatory requirements for Army personnel
* Manage and monitor training requirements for specific courses
* Assist in the development and monitoring of SHEF Delivery and Management Plans
* Manage the Assure Database and Application, updating guidance and tracking enforcement notices
* Act as a focal point for Continuing Professional Development (CPD) and deliver training packages
* Conduct SHEF Training sessions virtually and in person as needed
* Liaise with external stakeholders on SHEF Training and Assurance requirements
* Collaborate with Defence Commercial for training course onboarding
* Work with Analytics and Assurance teams to drive audit demand plans
* Provide support to senior SHEF roles and assist in audit delivery and assurance visits
Person specification
The ideal candidate will be highly organised and possess strong written and verbal communication skills. They will excel in interpersonal interactions, quickly establishing effective working relationships with both internal and external partners. The candidate will support a diverse range of individuals and demonstrate strong management abilities, to effectively oversee both personnel and external departments. They must be comfortable working with Information Technology, particularly Microsoft Office 365. Excellent time management skills are essential, along with a proactive approach and the ability to prioritise tasks independently while maintaining meticulous attention to detail.
Essential:

Desirable:
* Knowledge of MOD/Army policies
* Experience with Microsoft Office applications
* NEBOSH Level 3 (can be attained in role)
* Experience or familiarity with Power BI or other Power Apps

* Certification in relevant SHEF training courses
* Full UK Driving Licence – Candidates will be required to travel independently and should note that not all locations are served with public transport links
