As a valued member of the Naval Base Security Team, the Establishment Emergency planning officer is required to work closely with internal stakeholders such as the Ministry of Defence Police and Emergency Response team to deliver and assure resilient emergency plans that are tested and assured. The EEPO will work alongside the Base Executive Officer in the delivery of the Naval Base Business Continuity Plan.
Develop and Deliver Strategies
Developing strategies to produce, maintain and enable distribution of Naval Base Business Continuity Policy, Emergency procedures.
Create and maintain effective plans as the EP authority for Business Resilience & Continuity, acting as the focal point for all stakeholders
Record all Lessons Identified after an incident or exercise, ensuring that follow up actions are undertaken, and relevant changes are implemented where required, ensure the policies reflect all updates.
Emergency Planning Policy Implementation and Validation
To provide guidance and strategy development to support all those under the Naval Base Commander establishment in the preparation and conduct of emergency response exercises
Direct scheduled exercises to establish and test the Naval Base effectiveness in responding to non-nuclear major incidents, ensuring these are planned and their impact assessed.
Deliver Emergency Planning and Business Continuity Culture and Compliance
Support the Naval Base Business Continuity lead on the Business Continuity Policy, taking the initiative of embedding a BC management culture within the Naval Base including directing the preparation and conduct of scenario testing and live BC exercises and reviews of the BC Plan. Record and follow up implementation of lessons identified.
Be fully acquainted and comply as necessary with all local instructions, Navy Command Instructions/Notices, JSPs etc. which are pertinent to the task and ensure they are adhered to by communicating the intent to business areas by interaction and with sensitivity.
To actively advise and promote on emergency planning arrangements for hosting various joint PME’s held in the Naval Base or PHD, i.e., GS Run, Festival of Christmas, Moonlit walk, and Naval Base Families Day, using the Purple Guide format, thereafter, providing support NBC(P) departments in the coordination and management of identified internal and external events.
To participate in the Nuclear Emergency Response Organisation during exercises and visits of nuclear-powered warships, either alongside or at anchor, acting as the Military CO-ORD Authority (MCA) for silver command supporting COB.
Additional support to delivery of Emergency Planning and Business Continuity DURING working hours
To sponsor local resilience members and emergency services providers requesting Naval Base passes to enable their services and response capability to be exercised.
Undertake any tasking as directed by BXO and Head of Security including deputation where appropriate to Emergency Planning and Business Continuity.
Act as a member of the Local Resilience Forum for major incidents that could/will impact on the NB reporting g to Business Continuity Team staff presenting potential implications, briefing staff on any information passed through Resilience Direct.
Supporting Delivery of Emergency Planning and Business Continuity OUT of working hours
Hold the responsibility of Duty ‘on-call’ Emergency Planning Officer during core hours and manage the on call Out of Outs Roster. (1700 – 0800 Mon – Mon incl Weekends)
Act as a member of the Local Resilience Forum out of hours for major incidents that could/will impact on the NB and report to the Duty NBC and/or relevant duty staff on the implications, briefing staff on any information passed through Resilience Direct
