About the Role The Transport Solutions Manager will be responsible for a team within Digital Services who develop, implement, and manage integrated transportation solutions to enhance Liverpool City regional public transit systems. This role focuses on optimising operations, improving user experience, and aligning with the strategic goals of the combined authority for multimodal transport including Mayoral pledges for bus franchising, infrastructure modernisation, and digital innovation in smart ticketing and public transport systems. Key Responsibilities include Solution Design & Delivery: Develop and implement end-to-end transportation solutions (smart ticketing, bus reform, rail, and ferry solutions). Assess current operations and design scalable solutions for improved efficiency. Technology Integration: Evaluate and implement transport-related technologies (e.g., smart ticketing, telematics, data analytics). Collaborate with Digital/IT teams for seamless integration with enterprise systems. Stakeholder Collaboration: Providing a productive and strong working relationship with operations to support ongoing demand and future digital ambitions. Also working closely with internal teams in the supply chain including Digital/IT and external vendors to deliver effective transport strategies. Performance Optimisation: Use data-driven analysis to improve transport networks, reduce costs, enhance service quality, and improve delivery times. Sustainability & Innovation: Incorporate sustainability practices into transportation solutions to minimise emissions and optimise energy consumption, with a commitment to becoming carbon neutral. This includes reducing paper and smart card usage, while also promoting increased patronage to further cut emissions. Stay up to date with industry trends and emerging technologies to drive continuous improvement in our solutions. Risk & Compliance Management: Ensure compliance with legal and safety requirements. Identify and mitigate risks and collaborate with Digital/IT Governance to implement best practices in digital services. Project Management: Lead transportation projects from concept to implementation, ensuring timely, on-budget delivery. Define objectives and collaborate with cross-functional teams. Documentation & Reporting: Develop documentation for transport architecture, workflows, and specifications. Create reports and dashboards to track performance and impact, presenting findings to senior leadership. About the person We are seeking an individual with a technical background to include ITSO and public transport solutions with extensive experience of transportation management, solution design, or logistics architecture support, particularly with expertise in a broad range of e-ticketing systems, as well as their integration with payment gateways, CRM systems, and mobile apps. The ideal candidate will also have experience working with customer-facing digital platforms, including mobile apps and web portals, and be knowledgeable in data analytics, predictive modelling, and performance monitoring tools. The role requires a strong background in managing technical and IT operational teams, applying HR policies and procedures, and demonstrating effective delegation skills to ensure timely and efficient delivery. Additionally, the candidate should have extensive experience managing SLAs and KPIs in a large, complex enterprise and possess in-depth knowledge of IT hardware, networking, and peripheral equipment. A hands-on approach to running operations and personal accountability is vital. The role also requires excellent presentation, writing, and communication skills, with the ability to explain technical issues to non-technical audiences. Strong problem-solving, analytical, and interpersonal skills, along with the ability to meet deadlines and manage competing demands, are essential. The successful candidate will be able to build strong relationships with customers, colleagues, and partners and will have a proven ability to negotiate and influence at the highest levels.
