An opportunity has arisen to join our friendly Pathology department at Torbay Hospital situated at the heart of the beautiful South Devon Coast.
We are seeking to recruit a suitably qualified and experienced Head Biomedical Scientist to oversee the running of 2 of the 4 key Pathology disciplines alongside the Pathology Operational Manager, Head of Pathology Services and Clinical Director for Pathology.
The 4 key disciplines are Biochemistry, Haematology & Blood Transfusion, Cellular Pathology and Microbiology and appointment will depend on the candidates background, experience and education.

Main duties of the job
The management of Pathology Services across 2 of the 4 pathology disciplines - Blood Sciences, Cellular Pathology, Microbiology.
Health and Safety, Control of Substances Hazardous to Health (COSHH), UKAS Accreditation and risk assessments for the department.
Implementation of procedures to handle workload increases and increase efficiency.
Maintenance and replacement of equipment within the department.
Monitoring of workload in all areas by designing and maintaining spreadsheets to show annual increases and track workload changes.
Departmental fabric - currently upkeep of present structure and involvement in the planning of a new department within the proposed rebuild - utilising previous experience and computer aided design software.
Construction of and maintenance of word documents, spreadsheets and Q Pulse to enable ease of accessibility to information within the department for audit and document control purposes.

Pathology services at TSDFT provide a full range of Pathology Services to the South Devon Health Community encompassing Microbiology, Biochemistry, Haematology and Blood Transfusion and Cellular Pathology.
You will be expected to provide leadership to 2 of the 4 disciplines supported by a Deputy Head BMS who will have specialist clinical skills and experience.
Job responsibilities
Responsibility and accountability
Responsible for:
* External Quality Assurance (EQA) membership of the department and monitoring its performance, ensuring External Quality Assurance material is handled appropriately by relevant staff.
* Maintaining the Quality Standards as laid down by ISO15189 UKAS and transition to ISO2022 standards.
* The compiling, production, review and implementation of departmental protocols and standard operating procedures in accordance with UKAS and HTA standards, legislative and NHS regulatory/ legislative frameworks principally using Q Pulse.
* Compiling quality objectives and annual management review.
* Correct and secure storage of documentation.
* Ensuring that all reagents / consumables / equipment used for the provision of pathology services are checked and monitored according to UKAS guidelines.
* Liaison with a wide range of contacts in other areas of the hospital and external agencies.
* Assessment, evaluation of new procedures / reagents across Pathology including COSHH and Risk Assessments and their implementation.
* Design and undertaking of audits across the range of procedures, protocols and activities within pathology and in conjunction with other departments in the trust, analyse report, act and implement the results.
* Performing and preparing for staff development review for departmental staff.
* Work planning and the allocation of staff within the department including recruitment, professional supervision and appraisal and performance management, liaising with senior laboratory and divisional management as appropriate.
* Ensuring staff training is performed including attendance / performance of mandatory training as appropriate and maintenance of attendance records.
* Ensuring staff competency/training logs are reviewed regularly and kept up to date.
* Supervision of biomedical scientists and medical laboratory assistants.
* Ensuring user maintenance is performed on departmental equipment in accordance with manufacturers instructions and departmental protocols.
* Identifying equipment for replacement and the testing/assessment and recommendations as to possible / preferred replacement.
* Overall stock control within the department.
* Ordering and authorising consumable purchasing up to £5,000 per transaction.
* Troubleshooting procedures and equipment when expected results are not achieved.
* Maintenance of a safe working environment with Health and Safety legislation, Control of Substances Hazardous to Health and Risk Assessments.
Person Specification
Qualifications and training
Essential
* HCPC registered.
* MSc approved by the Institute of Biomedical Sciences and/or Fellowship of the IBMS or IBMS Higher Specialist Diploma.
* Good numeracy and literacy.
Desirable
* Substantial experience as a Chief BMS (Band 8a).
* Management/leadership qualification.
* Chartered Scientist.
Knowledge and experience
Essential
* Wide knowledge of specialist pathology techniques, including Health & Safety, legal and administrative requirements.
* Good knowledge of laboratory informatics systems.
* Possess financial and budgetary awareness.
* Good communication and interpersonal skills.
Desirable
* Use of LIMS (laboratory information management system).
* Previous involvement in design and roll out of laboratory informatics system.
* Experience in equipment selection and preparation of business cases.
