The role will support the Strategic Development Programme for Shropshire Towns and Rural housing.
Shropshire Towns and Rural Housing (STAR Housing) is an Arm's Length Management Organisation (ALMO) established in 2013 as an independent company. Our main purpose is to manage Shropshire Council's retained stock of council homes and provide the financial management of the Council's Housing Revenue Account

Role Overview
In this key position and as part of the Development & Regeneration team you will support the Senior Development Manager and Senior Technical Manager with the preparation, revision and delivery of the STAR’s Business Plan and development programme in line with Shropshire Council’s corporate objectives and CDL and STAR’s corporate plan.

Responsibilities and main purpose
-To assist the Senior Technical Manager in all aspects of pre-construction scheme management to include technical due diligence, technical approval for section agreements, liaise with Legal Contractors Officer to progress legal agreements, coordinate design reviews, support the planning and procurement process.
-To project manage a variety of housing projects of varying sizes utilising a project team approach; organising, co-ordinating and controlling day-to-day responsibilities, involved with land and property purchases, contract management and financial project monitoring relative to new mixed tenure housing developments.
-To arrange viability appraisals at key stages for each project.
-To help identify appropriate land or property acquisitions, arrange valuations and collate overall costs to determine scheme viability, liaise with local housing management staff and agents to identify appropriate development opportunities.
-To prepare briefs to consultants dealing with feasibility studies, site due diligence, detailed designs, land or property valuations, acquisition, cost and contract management, various surveys and construction related services.
-To project manage and co-ordinate the activities of various consultants and contractors, ensuring projects conform to the agreed requirements and procedures, programme deadlines and budget provision.
-To regularly attend sites and site meetings building positive relationships with the contractor’s site managers and ground teams on each development scheme to monitor progress and quality of delivery in partnership with Employer’s Agent and Clerk of Works.
-Highlight key risks and concerns as necessary to the Senior Development Manager particularly with regards to health and safety, quality, budget and programme.
-To organise and attend meetings, assist with presentations to various groups, co-ordinate displays or exhibitions concerning development projects proposals, progress reports and feedback.
-To communicate with parish councils, local members and neighbours on active development sites keeping them informed of key milestones and progress and ensuring general queries, concerns and complaints regarding development schemes are responded to in a courteous, helpful and positive manner.
-To cooperate and work with all internal and external stakeholders that are associated with development to ensure the smooth and successful delivery of development to meet shareholder requirements.
-To actively promote development schemes through the co-ordination of social media posts, website updates and marketing materials as appropriate throughout the lifetime of the development.
-Attend handover, home demonstrations and defects inspections in conjunction with the Development, Sales and Aftercare team, contractor and clerk of works ensuring that defects are rectified in line with the provisions of development contract to deliver a quality product.
-To assist in the management of standing stock.
-To participate with the general workload of the development, sales and aftercare teams helping with cover for other team members in their absence. Strive to improve the efficiency and effectiveness of the consultancy responsibilities, quality standards and services provided.

-Salary £38,626- £41,511
-28 days annual leave, rising to 33 days after 5 years' service, plus bank holidays.
