Description Job Title: Finance Manager Directorate : School of Engineering and Physical Sciences Contract Type: 0.5FTE (17.5 hours per week), Fixed Term for 5 Years Grade and Salary: Grade 7 (£36,023-£45,505) Purpose of the Role Heriot-Watt University is leading a consortium of twelve universities and two national laboratories, supporting the formation of a new international research centre funded by EPSRC for a 5-year research programme into Integrated Quantum Networks (IQN). The overall financial contribution from EPSRC to the Hub is £21.8M, with additional support from industry partners. The Finance Manager is responsible for the financial management and reporting of this Quantum Technology Hub for the 5-year duration of the award. Detailed Description The Integrated Quantum Networks (IQN) Hub will be an internationally recognised centre of excellence for quantum networking. The Hub will focus on the distribution of quantum entanglement at all length scales for distributed quantum computing and quantum communications. The Hub will be at the forefront of advancements towards the “quantum internet”, envisioned as the final stage of the quantum revolution, where quantum resources will be used at distance utilising the game-changing power of quantum computing and quantum metrology for critical applications, whilst being verifiably secure. By delivering emerging technologies and techniques to our industrial innovation partners, the IQN Hub will enable UK industry to lead the quantum networking revolution. The Finance Manager will report directly to the IQN Hub Manager, and work with the Head of Research Finance to comply with institutional standards. The IQN Hub is supported by an initial £21.8M award from UKRI and additional industrial support, including ‘in-kind’ and direct financial support valued at approximately £20M. Key Duties and Responsibilities Manage and control all aspects of the financial administration and reporting of the IQN and PNT Hubs, including claims from partner institutions and financial reporting on expenditure Ensure timely reconciliation, preparation and submission of claims, invoices, financial reporting to funders in accordance with their terms and conditions and within timelines agreed with the funder Reconciliation and monitoring of eligible expenditure, compilation of claims, invoices, expenditure statements; ensuring compliance to related regulations and terms and conditions Maintain clear and accurate records for audit purposes, complying with funder requirements Provision and interpretation of financial reporting for the Research Hub Management Teams, the Executive Groups and Lead Investigators Understanding and provision of advice, support and training on grant conditions and project accounting to Investigators and administrators, ensuring compliance and adherence to any specific terms of the project Liaise with external partners, including collaborating institutions, funding bodies and Research Grants Education & Qualifications Educated to degree level or equivalent professional experience Knowledge, Skills & Experience Experience of working within financial management within a research environment Experience of using Oracle Fusion, or good experience using a similar large accounting software system Highly competent using Microsoft Excel and Word Proven relevant experience in research finance management Ability to manage budgets Good knowledge and understanding of relevant legal, statutory and governance applications and turning them into good practice Excellent interpersonal, influencing and presentation skills Able to understand and communicate complex issues effectively Excellent customer service Ability to work quickly, flexibly and accurately in a dynamic, changing and pressured environment Experience of working closely with stakeholders across all levels of the organisation Ability to research, analyse and present complex information effectively with good attention to detail High level planning and organisational skills with the ability to prioritise major developments Professional and proactive approach to work Ability to work effectively both independently and as part of a team Desirable Professional qualification or membership of a relevant professional body (e.g. Association of Accounting Technicians or equivalent) Experience of working in Higher Education Research About Heriot-Watt Heriot-Watt University has established a reputation for world-class teaching and leading-edge, relevant research, which has made it one of the top UK universities for innovation, business, and industry.
