Job Description - Regional Teams Manager - Southeast Region (250000FM)
MassAbility is seeking applicants for the Regional Teams Manager position. The selected candidate is a leader who will embrace the Independent Living philosophy emphasizing that individuals living with disabilities are the best experts on their own needs. The Regional Teams Manager is responsible for the administrative oversight of the teams that they manage and will collaborate with Vocational Rehabilitation (VR) Area Directors in sites where they share space in this regard. The Regional Teams Manager will work across teams to ensure that program practices are consistent across regions, are best practices, and that Regional Waiver Supervisors are providing direction and support to Case Managers.
The incumbent will collaborate with other leaders and managers of the Waiver team, including the Transitional Assistance Coordinator, the Adaptive Assistance Coordinator, and administrative staff to ensure that the full team operates smoothly and effectively. The Regional Teams Manager will work with other departments including VR services, Protective Services, Legal, Fiscal, AQA, and Learning & Development, to ensure that the Waiver team addresses program operation needs that could impact the quality of services provided to waiver participants.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):
* Ensure that the Waiver Teams are carrying out the fundamental tasks with which they are charged, including the transition of pending participants, and the development of well-crafted service plans.
* Develop solid relationships with skilled nursing facilities and rehabilitation hospitals and work with participants to manage health, community access, and safety concerns.
* Work with assigned clinicians to maximize the available clinical resources.
* Collaborate with other Regional Teams Managers and the Director of Case Management to ensure that procedures, practices, and policies are standard across all teams.
* Partner with Business Improvement Partner (BIP) to develop program contacts and resources, train program staff and provider agencies, and support the Accessibility Accommodations team in working with public housing to allow home modifications.
* Supports the Director of Case Management in ensuring that the majority of pending ABI-N and MFP-CL participants transition to the community within 365 days of the determination of waiver eligibility.
* Review information about housing opportunities case managers understand the different types of housing subsidies and opportunities and can effectively convey this information to their pending participants.
Preferred Qualifications:
* Skilled in program design and development, Medicaid waiver programs, conflict management, and resolution.
* Demonstrated experience working within or with state government and facilitating communication with staff.
* Strong competencies in working with collective bargaining settings and community services.
* Familiarity with design, development, and/or implementation of quality assurance and risk management systems and tools including incident reporting, case record reviews, satisfaction surveys, complaint resolution, and administrative reviews when serious health and safety concerns present to mitigate risk.
* Record in case management, care coordination, or program coordination with elders and people with a range of disabilities in community settings, especially consumers with ABI.
* Knowledge of principles, practices, and techniques of case management and program coordination.
* Experience supporting individuals transitioning from facilities to independent community settings through the implementation of person-centered, independent living, and community living services.
* Ability to effectively communicate program information, and philosophy to others and to support others in learning this skill.
* Minimum 6 years of full-time experience in the management of human services program or long-term community service/support program including supervision of case management staff.

Minimum Entrance Requirements:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
1. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
2. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
3. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
4. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
