We have a fantastic opportunity for a Permanent Programme Manager – Rail, to join our Transpennine (TRU) account in Manchester. On site working role.
Transpennine Amey is working in partnership with Network Rail on the Transpennine route upgrade project since 2018, with an increased focus on providing reliable, frequent, faster, and greener railways to the North of England. Covering 76 miles of railway between Manchester, Leeds, York, Selby and onto Humberside, we lay the foundations, covering upgrades to civils, track, railway systems and electrification to the west of Leeds. By completing such works, we aim to support Network Rail with cutting carbon emissions and ensuring to deliver a smoother, more enjoyable journey to their customers.
The Programme Manager - Rail plays an important part in managing and delivering allocated, complex, multi-disciplinary contracts safely in accordance with legislation and Amey procedures to contract specification and programme, while building and sustaining long term customer relationships in accordance with project relationship matrix.
The standard hours of work are 37.5 hrs per week.
You will be responsible for:
1. Accountable for submitting and meeting accurate forecasts for cost and turnover achieving forecast margins for allocated contracts.
2. Effectively lead and line manage project teams, including training, development and performance management.
3. Ensure that allocated contracts are effectively planned and progress reviewed on a weekly basis.
4. Timely submission of weekly PAPM/CAPM’s and period end Balanced Scorecard reports to an agreed format (to include the Amey Essentials KPIs).
5. Support the tender processes and strategy as required.
6. Establish and manage a clear communication plan for Client and suppliers as appropriate meeting Amey Essential KPIs.
7. Ensure that Client and key Stakeholders aspirations are fully understood and incorporated into the delivery plan as appropriate.
8. Lead and manage the project team(s).
9. Define project specific roles and responsibilities for project team(s), including direct and indirect reports.
10. Carry out performance reviews for direct reports, administering poor performance, attendance management and disciplinary procedures as applicable.
11. Undertake PDRs and staff development of direct reports.
12. The role is one of leadership and management and based in an office/site office environment. It is a requirement of the role to attend site on a regular basis (including night time).
13. Overall HSQE project accountability for compliance with statutory legislation, Network Rail Group and Company Standards, and Amey management systems, processes and procedures.
14. Accountable for ensuring that all planned Safety Inspections and Visible Felt Leadership tours are completed in accordance with the approved programme, and that identified actions are addressed in a timely manner.
15. Accountable for ensuring the Safety, Quality, Environmental and Construction Phase Plans work package plans and task briefs, are accurately produced, approved and implemented effectively for allocated contracts.
16. Ensure that adequate site access and welfare facilities are provided for all work activities.
17. Hold monthly safety meetings with direct reports to include monthly cascade safety brief.
18. Ensure that accident/incident reporting and investigations are undertaken in a timely manner as instructed and in accordance with the safety management system, and that issues arising are addressed in a timely manner.
19. Maintain site records and index of COSHH assessments for all substances.

* Significant project management experience successfully delivering multi-discipline projects (preferably) within the railway infrastructure with responsibility for P&L at project level.
* Commercially experienced and competent.
* Skilled at customer and supply chain management in challenging environments.
* Understanding of the Railway Operating Environment.
* The ability to manage and lead a team in the successful delivery of multi-disciplinary projects.
* Strong interpersonal skills to influence and manage all stakeholders.

* Satisfy requirements of PTS medical
* Knowledge of Risk Assessment techniques
* Understanding of Railway planning systems – desirable
