SHEQ Manager – North East
About the role
To support the Northern Cluster management team effectively and efficiently, and to ensure the Northern terminals, its employees and contractors comply with current legislation, company policies and procedures and industry standards.
Key Responsibilities
1. To monitor all activities to ensure that adequate standards of health and safety are met in accordance with the requirements of the Exolum Group’s Integrated Management Systems Policy, Health and Safety Policy, and the requirements of the Group’s MAPP and safety management system.
2. To ensure that the principles of the site’s safety rules and regulations are effectively implemented and maintained across the Northern Terminals.
3. To control the Northern terminals budget’s with regard to Personnel Protective Equipment, Fire Protection, Safety Equipment, First Aid and Training.
4. To ensure the effectiveness of the Terminals permit to work systems and associated procedures.
5. To ensure both contractors, drivers and employees are inducted on site in line with company procedures and as defined by the competence management matrix.
6. To ensure the effectiveness and control of the Terminal’s Permit to Work system and associated procedures and ensure that contractor control on the terminals is maintained to the highest possible standard.
7. To inspect workstations and carry out atmospheric monitoring, as required, both to control the issue of the permit to work, i.e. confined space entry work and “hot work” and monitor working conditions, reference the C.O.S.H.H regulations.
8. To control the issue of and monitor the condition of P.P.E / R.P.E equipment issued to site personnel.
9. To prepare, review and revise safety procedures, as appropriate and ensure that these are properly communicated to all employees.
10. To review and revise both on-site and off-site emergency plans for the Northern Terminals as required.
11. To liaise with external agencies and organise any emergency exercise as required by regulatory bodies.
12. To prepare, review and revise hazard data sheets and other assessments of hazards to safety or health, as appropriate, and that these are properly communicated to all employees.
13. To instruct all personnel on safety requirements, rules, regulations, and the requirements of MAPP and maintain records of all such training.
14. To regularly update training requirements in respect of safety legislation and identified hazards to health.
15. To ensure that the requirements of safety legislation and/or regulations are efficiently and effectively met by the Terminal and to assist in the assessment of required competencies for both staff and contractors.
16. Establish and maintain effective communications with all identified Stakeholders, including Regulatory bodies, Company Personnel and Customers.
17. To ensure the effective maintenance of safety related plant and equipment.
18. To assist with the development, implementation and subsequent review and evaluation of the safety management system and all operating procedures.
19. To fulfil the role of Main / Incident Controller in the event of an incident with major accident potential.
20. To record, investigate and report to the Terminal Management the findings of all accident, near miss or hazard recognition.
21. To collate safety and quality management statistics and report on Exolum KPIs and present in a monthly report and for PST meetings.
22. To ensure the effective management of the Quality Assurance System, related procedures and systems and carry out audits as required.
23. Chair safety committee meetings and liaise with safety representatives to address any safety concerns for the Northern Terminals.
About You
The successful candidate will have a good level of secondary education in Maths, English, and Science and be Educated to BTEC or HNC level in an appropriate discipline and hold a NEBOSH General Certificate. Level 3 NVQ in Occupational Health and Safety Minimum of 3 years previous work experience in a Quality and/or safety role with Management of QMS and Internal Audits. A strong Knowledge and understanding of Health, Safety and Environmental ‘best practice’ in a high hazard industrial setting coupled with an understanding of ISO9001:2015, and Control of Major Accident Hazard. Knowledge of risk assessments, HAZOPs, and Human Factors Self-motivated with management capability, proficient in team working and with excellent verbal/written communication skills. The successful candidate will have Commitment, drive, flexibility and have a proactive approach with Clarity of thought and the ability to accomplish objectives through problem solving. NEBOSH Diploma, ISO9001 Lead Auditor qualification and Qualified to OPITO Standards for atmospheric testing and monitoring are desirable but not essential.
