As a MI and Reporting Manager supports the Head of Financial Planning and Analysis in leading an insightful reporting and analysis function that services the rest of finance. By overseeing the MI and Reporting team, the MI and Reporting Manager ensures that both key capacity and service levels are appropriate and have embedded agility so that reporting requirements meet the needs of HS2 stakeholders. About the role: Building and maintaining strong relationships with Heads of Finance and their FBP teams based on trust Enabling robust decision making through analysis, insight and reporting, including financial transactions, such as accruals, journals, reconciliations Generating standard financial reporting to ensure consistent, accurate, timely data and one version of the truth, to include month-end reporting (Monthly Business Review packs, WD5 pack, JV YoY analysis, reconciliations between oracle and prism, accruals reporting, cash flow reporting, workforce planning, interface of data between Firrin and Oracle) Building an in-depth understanding of the business and cost drivers Providing analytical support to FBPs to facilitate Directorate performance evaluation Supporting Business Finance in developing a financial strategy to enable successful achievement of objectives Supporting Finance Partnering through the forecasting and planning cycle to obtain funding for business delivery priorities, optimising the allocation of funding to create value Building relationships with other areas of HS2, such as HR MI team, Business Managers Provide specialist finance advice for complex financial issues or involve relevant specialists, such as Financial Accounting team Understanding and presenting information to develop financial insight, control costs and develop risk management strategies Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI About you: Skills: Communication skills: Ability to interpret and communicate complex financial issues to non-financial colleagues. Technical accounting skills (current IFRS and FReM understanding) including knowledge of Government accounting requirements (DEL/AME funding) to ensure compliance of business plans with delegated authority; Ability to interpret complex financial data and use it to support decisions and recommendations within the business Ability to analyse and interpret complex financial information throughout the programme lifecycle and to see HS2 from multiple dimensions Ability to use ERP systems, utilising data analytics software and complex Excel models Ability to develop and set clear timetables, guidance, templates and communications for use by the business that capture all relevant supporting information behind plans and forecasts; Ability to deliver value adding MI and ensuring effective financial controls within a major project Stakeholder management skills, with the ability to engage, communicate and develop consensus with both internal and external stakeholders up to Executive level. Ability to manage teams and resolve issues to agreed deadlines Ability to critically review and challenge performance, assessing plans for their affordability, value for money, timing and impact on programme delivery; Knowledge: Knowledge of how to interpret and communicate complex financial issues to non-financial colleagues and to secure compliance with Managing Public Money; Knowledge of accounting systems and the ability to develop and manage off-system analyses and records (e.g. spreadsheets) Knowledge of how to develop output driven, activity based budgets, clearly aligned to programme delivery requirements, making clear and reasoned recommendations to the Executive. Type of experience: Experience driving output focussed, activity based budgets and forecasts; Leading the process for development of the annual business plan and budget setting processes within funding caps set by the Spending Review.
