The Connecting Leeds Transport Strategy, alongside West Yorkshire documents such as the Mass Transit Vision, sets out clear aspirations for a step-change in transport provision over the next decade and beyond. Reliable and efficient traffic signals infrastructure is essential to achieving such transformational change. As UTMC Principal Engineer, you will play a vital role in developing the UTMC team to deliver maintenance, system development and network performance improvements that support the wider transformational objectives. Your responsibilities will include delivery of a multi-million pound upgrade programme across Leeds and Calderdale, making use of innovative technology and techniques to deliver value for money, in line with Council values, and to support the aim of Leeds UTMC to become a Centre of Excellence.
About you
As UTMC Principal Engineer, you will bring to the role:
* Experience of programme planning and management of budgets and expenditure;
* Understanding of local government and experience of achieving results in a politically sensitive context;
* Ability to co-ordinate and lead a team as well as working with other LCC service areas, consultants, stakeholders and suppliers;

About the role
Urban Traffic Management & Control (UTMC) has a broad remit within the wider Highways and Transportation service, involved from feasibility studies through to delivery of schemes and continuing into operation and maintenance of the asset.
As UTMC Principal Engineer, you will play a crucial role in developing the operational team that is responsible for maintenance, systems (including telecoms) and network performance throughout Leeds and Calderdale. Your contributions will be essential to the success of the team, providing a solid foundation for operational excellence and making a positive impact on achieving the objectives set out in the Connecting Leeds Transport Strategy.
You will work with UTMC colleagues and liaise with stakeholders, ward members and other West Yorkshire districts to deliver a multi-million pound upgrade programme throughout Leeds and Calderdale that will encompass asset renewal, telecoms upgrades and network performance improvements. The upgrade programme will support delivery of the Transport Strategy objectives through innovative use of technology led by an ITS development roadmap that you will help to shape.
You will be closely involved in the planning and delivery of schemes that support the West Yorkshire Combined Authority (WYCA) delivery of Bus Reform, liaising with WYCA and other stakeholders to develop technical specifications to enhance bus priority through traffic signals. Similarly, your expertise will be required to support successful delivery of the Mass Transit programme ensuring the appropriate provision of UTMC technology is specified to deliver efficient operation.

Job Purpose
To support the Service Manager overseeing the work of the UTMC Design and UTMC Operations teams, including the UTMC Control Room, to provide an effective and class leading traffic control and road user information system. The post holder will co-ordinate service quality management and performance and will support innovation and leadership of the future development of the service area. The post holder will also provide strategic level UTMC advice and services to other technical sections within the immediate service and City Development, to Calderdale Council and as required collaboration with the other West Yorkshire authorities.
Responsibilities
* To manage and co-ordinate UTMC inputs to major schemes and programmes ensuring integration with other professional disciplines in the project team and supporting project boards.
* To supervise preparation and approval of briefs and specifications for UTMC feasibility / design studies, schemes and interventions.
* To support and advise on the development of UTMC strategy, technical development and innovation to manage the effective operation and future development of the service.
* The identification, appraisal and development of UTMC schemes, system and communication developments working with other services including IDS and Communities services.
* To co-ordinate inputs and responses to transport assessments/studies and the appraisal of planned schemes and developments in relation to the feasibility and acceptability of the proposals.
* To oversee procurement and supervision of UTMC maintenance, equipment and associated operating and information systems.
* To provide expert technical advice concerning traffic/UTMC matters in support of the Council’s planning and highways functions, statutory duties, corporate initiatives and community renaissance and regeneration.
* To take responsibility for managing and monitoring capital and revenue budgets and risk to the programmes and projects under the manager’s control.
* To oversee the preparation of evidence and support in public inquiries and in relation to the Courts when necessary acting as the Council’s expert witness.
* Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focussing on equality of outcome.
* Within the service area to take responsibility for maintaining effective communications with staff, service users, councillors, trade unions, partners and other stakeholders in accordance with Council good practice.
* To be accountable for the safety of staff, service users and contractors in accordance with the Department’s Health and Safety Policy.

Qualifications
A degree or equivalent level qualification and experience relevant to the role is an essential requirement.
A post graduate qualification in a relevant technical and/or management discipline and / or an appropriate professional qualification is a desirable but not essential requirement.
Progression
Whilst there is no automatic progression to any more senior posts, opportunities do exist for advancement and promotion, dependent upon normal staff movements and on the capabilities of the individual post holder. The Department encourages training both “in-house” and external to meet the needs of the individual and of the Department.
