Key duties and responsibilities:
1.To be the highway authority’s statutory consultee and to provide advice and written responses on highway planning and development matters under The Town & Country Planning Act in compliance with the Tees Valley Design Guide, DMRB and Manual for Streets II.
2.To prepare and manage legal agreements in compliance with the Highways Act 1980 for development sites including: -
Management of Section 38’s for agreements to adopt infrastructure.
Management of Section 278’s for agreements to improvement works within the adopted highway.
Management of Section 116 stopping up of the adopted highway to enable developments to take place.
To provide highway advice at planning committees when required.

3.To maintain the authority’s highway adoption records and to manage street naming and numbering.
4.To undertake supervision of development works for compliance with design standards in conjunction with the Highways Unadopted New Development Officer.
5.To assist in managing the Council’s response to emergency incidents including adverse weather.
6.To ensure the Council is compliant with Construction (Design and Management) Regulations and other Health and Safety legislation on Engineering projects.
7.To identify, support, implement and help in the development of innovative solutions.
8.To assist in the development of policies and carry out determination and evaluation of priorities.
9.To be responsible for the monitoring of inspection fees in compliance with the agreements.
10.To have responsibility for maximising income to the service through grants, bids, and other sources of external funding.
11.To be able to use a computer and the associated software packages and programmes including Microsoft and GIS related software.
12.To provide, in the event of recharges to parties responsible for any highway property damage, all necessary information with respect to the recovery of the cost of repairs and remedial measures carried out.
13.To take immediate action on site to ensure public safety and compliance with all legalisation during emergencies and local Council initiatives.
14.To provide cover for the Transport, Highways and Engineering Strategic Manager as and when required.
15.To work as required in the evenings, at weekends and at night as necessary as part of the Engineering Services out-of-hours emergency call-out system, Winter Maintenance Programme and where necessary as part of any Streetscene operational need.
16.To attend works outside normal working hours as required on matters relating to Borough highways and to advise/direct contactors on appropriate emergency works to safeguard public safety.
17.Help in ensuring that Health and Safety programmes and projects within Engineering Services are embedded and implemented effectively by all Engineering Services staff and regarded as best practice.
Contribute to a strong collective team in neighbourhood and customer services, supporting colleagues and promoting innovation, integration of services and a positive culture.
To help the Engineering Services team in establishing a commercially focussed service including options for income generation with highways design and civil engineering delivery as part of the wider Streetscene service.
