Head of Finance Commissioning and Costing required to join a large NHS organisation in Cardiff for a 6 months interim assignment. My client is looking for an experienced NHS Finance Professional to add value as the Head of Finance - Commissioning and Costing.
As the Head of Finance Commissioning and Contracts, you will be working alongside the senior management team to contribute to deliver in your specialist area. Drawing on your existing skill set you will add value in the areas below:
Key Responsibilities
1. To lead for the Health Board in managing Provider activity and agreements (for out of area patients). This relates to WHSSC, LHBs and non-Welsh commissioners, including Long Term Agreement (LTA's), high cost exclusions, non-contracted activity, and individual patient funding request panel authorisations.
2. To monitor and support internal reporting of C&V UHB provider activity for C&V UHB residents for benchmarked internal performance management.
3. To provide assistance, and leadership where necessary, to the Assistant Director of Finance - Business Partnering (Specialist and Children and Women) in the negotiation and management of the Health Care Agreement for the provision of specialist services to WHSSC, often involving situations of conflict and disagreements with detailed analysis required to make judgments about financial and service risks and priorities.
4. To provide assistance, and leadership where necessary, to the Assistant Director of Finance - Business Partnering (Specialist and Children and Women) in the negotiation of Health Care Agreements for the provision of services to other Local Health Boards, often involving situations of conflict and disagreements with detailed analysis required to make judgments about financial and service risks and priorities.
5. To provide assistance, and leadership where necessary, to the Assistant Director of Finance - Business Partnering (Specialist and Children and Women) in recovering maximum income for the services provided and in monitoring financial performance so that risks and opportunities are included within the forecast position of the UHB.
Required Skills and Experience
1. CCAB Professionally qualified accountant with significant post qualification experience.
2. Extensive NHS finance experience with significant experience at a senior management level within the NHS or equivalent body.
3. Specialist expertise and experience of the NHS costing & commissioning processes and systems.
