The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army employs around 7,000 MOD Civil Servants located at over 300 locations. HQ Land Warfare Centre (HQ LWC), commanded by Director Land Warfare (DLW), is a large and busy Headquarters which plays a pivotal role in Army and Defence training.
The Land Warfare Centre (LWC) is the primary Army organisation responsible for training and for driving the agile adaptation of the Army. LWC is closely linked with the rest of the Army and Defence; plays a key role in trade training and collective training; and uses experimentation and lessons to optimise the Army and advise the development of future capabilities. It has eight Operating Groups dispersed across the UK and permanent training bases in three continents where we deliver training. In the same way that operational capabilities must be continually developed to be more effective and efficient, our training capabilities must also evolve.

This Project Finance post sits within the Business Centre’s Business Intelligence Team (BIT) supporting the project, programme and portfolio management (P3M) delivery function, performance management function and training support function.
This position is advertised at 37 hours per week.
Job description
The Project Finance post is an exciting and vital role – you will operate at the forefront of enabling people capabilities and leading change.
Key Focus Areas include:
* To provide support to the LWC Business Centre including planning and managing the provision of financial information to LWC including gathering and validation of costs, assumptions, support value for money and affordability demonstration, cost risks including three-point estimating.
* Produce robust, technically compliant, fully functional cost models supporting the Business Centre’s project portfolio to meet project milestones for inclusion in Investment Appraisals and Business Cases for approval.
* Provide support and advice and validation of Project Cost Models and Investment Appraisals.
* Ensure that financial and cost driver information is up to date, realistic and drawn from appropriate sources across the MOD.
* As the Project Finance Lead, you will work alongside a team of both military and civilian staff to achieve the successful delivery of projects and support training delivery through each of its critical stages.
* You will have strong stakeholder engagement skills which will be essential to ensure successful delivery across the projects.
* We need you to be able to understand the needs of the users and handle changing priorities, sometimes with challenging timescales.
* Additionally, you will assist with setting the requirements for, and helping to develop products and services, capturing evolving needs and proposing design approaches to meet these needs.
* Line management responsibilities for x1 individual.

Person specification
The successful candidate will:
* Have analytical skills to evaluate information and data to inform decisions based on best available evidence in order to support improvements in Defence training.
* Be able to work with stakeholders from across the organisation.
* Be required to exercise sound judgement and demonstrate application of innovative thought.
* Be computer literate and able to confidently use Office 365 applications (Outlook, Word, PowerPoint, Excel, MS Project).
Essential:
* You should have experience in finance or project delivery and be able to demonstrate compliance with statutory, regulatory and professional requirements in previous roles.
Desirable:
* Have an understanding of the Principles of Government Finance (Finance Global Design Principles).
* AAT or CIMA.
* P3M qualification (eg PRINCE2 or MSP).
