LABOR CATEGORY : Financial Management Lead SEHLKE POSITION TITLE : Financial Management Lead LOCATION : Norfolk, VA JOB DESCRIPTION : Duties and expectations include, but are not limited to the following: The FM Lead shall provide Financial Management (FM) Support to MSC N6 to ensure the efficient and effective management of funds to accomplish the mission. MSC N6 requires support for financial management planning, reporting and analysis tasks to procure all information technology products and services. The FM Lead shall also provide Funds Execution (FX) Support to the MSC N6 for tasks that are necessary to execute funds in support of the N6 mission. Proper FX requires that both civilians and contractors maintain public confidence by implementing proper safeguards with regards to federal money. The MSC Comptroller has taken steps to establish internal controls to ensure both the efficiency and effectiveness of MSC’s FX processes. The FM Lead shall provide support to the Government in the following areas: Information Technology Procurement Request (ITPR) Process Funding Documents Accruals and Reconciliation Fiscal Year Closeout/Startup CLEARANCE REQUIREMENTS : Secret EDUCATION REQUIREMENTS : Mandatory: A bachelor’s degree in Accounting, Finance, Financial Management, or a related field of study. Waiverable/Substitutable: N/A CERTIFICATION REQUIREMENTS : Mandatory: N/A Waiverable/Substitutable: N/A EXPERIENCE REQUIREMENTS: The Financial Management (FM) Lead shall be the primary liaison to the Government for the Financial Management support services of this contract. The FM Lead shall have at least seven years of DoD financial management experience including budgeting formulation, funds allocation, budget execution, cost accounting, and lifecycle cost estimation. The FM Lead shall be proficient in Generally Accepted Financial Management principles. The FM shall also be proficient in the principles, methods and practices associated with lifecycle cost estimation. The FM Lead shall understand policies related to appropriated funds and to Working Capital funds. The FM Lead should be familiar the Clinger Cohen Act. The FM Lead shall understand the PPBE process including the following: main purpose of PPBE, the phases of the PPBE process, the relationship of the POM process to the PPBE process, and the role of PPBE in the acquisition process. The FM Lead shall have experience supporting the day-to-day budget/financial operation of the DoD organization. The FM Lead shall have experience supporting budget execution and the monitoring of obligations incurred and the actual expenditures funds. The FM Lead shall have experience using a DoD financial management system.
