Job summary
Reporting directly to the Income and Contracts Manager and responsible for:
* Supporting the Income and Contracts Manager and other Officers of the Trust in the negotiation of clinical service and support contracts for services provided and received from CCG's and other bodies
* Leads and co-ordinates the accounting, monitoring, forecasting and reconciliation of Income associated with contracted and non-contracted clinical services
* Ensures that the requirements for internal and external reporting are met and risks associated with contract performance are highlighted.
* Leads the provision of financial advice to Research and Development and ensures that the financial systems supporting the Research and Development activities of the Trust are fit for purpose.
* Assists the Overseas team with pricing and tariff queries

Job responsibilities
Clinical Contracts
Supports the Income and Contracts Manager in the negotiation of legally binding contracts for clinical services with Commissioners, providing financial and activity analyses to develop contract and negotiation strategies.
Monitors the Trust compliance with its contract obligations to maximise income and avoid any financial penalties, alerting the Income and Contracts Manager in advance where there is a risk of breach.
Responsible for monitoring contractual performance, including the monthly calculation of over or under performance and the raising of invoices in accordance with contract terms and national deadlines (freeze and flex) including those specified specifically for Annual Accounts.
Liaises with Commissioners and their Information and Finance Staff to resolve contract queries and participates in contract review meetings with Commissioners.
Liaises with Trust Managers to gain an understanding of monthly contract performance and uses this to inform reports to Trust Committees and external stakeholders including forecasts of activity performance to manage clinical service contracts.
Ensures that income budgets accurately reflect contract agreements and that income and activity is recorded accurately and in accordance with agreed monthly closedown timetables.
Provides other detailed activity and finance information as requested.
Completes statutory returns for income and activity as necessary.
Non Clinical Contracts
Supports the Income and Contracts Manager in the development and monitoring of legally binding contracts for services provided to and received from other NHS organisations.
Monitors in association with colleagues other Trust income ensuring invoices are raised for MADEL, and SIFT contracts.
Assists in association with the Income and Contracts Manager and Service Managers negotiations and critically reviews schedules of costs for services received by Trust to ensure the Trust receives cost effective services representing value for money.
Clinical Income outside of Contracts (Private Patients, Overseas Visitors, NCAs etc)
Responsible for ensuring that invoices for NCAs and reciprocal overseas visitors are raised in accordance with national deadlines, that suitable audit trails, and administrative systems are maintained.
Monitors trends in income from non-contract sources to assist in the development of marketing responses.
Research and Development and Other Levies Income
Monitors income and costs associated with Research and Development activity within the Trust to inform assessments of the financial viability of such activities.
Provides costing information for potential Research and Development projects.
Provides financial information for Research and Development returns as required.
Ensures the correct treatment of Research and Development income and expenditure in the Trusts management accounts and financial accounts.
Critically reviews contracts for clinical trials to ensure that they recover costs and overheads appropriately and assists leads on negotiations with pharmaceutical companies and universities.
Provision of Financial Information for Strategic Development of Trust services
Assists the Income and Contracts Manager in the development of strategic business cases, modelling impact of options on Trust income and expenditure and cash flow.
Assists and liaises with Directorate Accountants and Service Managers to provide financial support and advice in the development of directorate business cases.
Undertakes, in association with the Income and Contracts Manager, benchmarking of Trust activities to identify potential areas for cost improvement savings and service improvements.
Other Duties
Undertakes ad hoc project work, internal and external to the Finance and Procurement Team.
Deputises for Income and Contracts Manager across a range of responsibilities, including deputising at internal and external meetings.
Responsible for the professional development of a Financial Management Trainee through appraisal and development sessions.

Skills, Knowledge & Aptitudes
Essential
* Understanding of NHS Financial Environment
* High Level of IT expertise in relation to Excel and working with databases
* Excellent analytical skills including the ability to identify patterns in complex data and linkages
Desirable
* Understanding of Payment by Results, Commissioning and Research and Education
* Knowledge and experience of utilising SLAM Contract Monitoring System and Oracle Cloud
