Position Description
Property Accountability & Audit Support to PdM ES will support PdM ES in the preparation, review, management, and reconciliation of property records related to Military Equipment (ME) and assist in maintaining birthing and audit compliance in accordance with Marine Corps and DoD regulations.
Responsibilities
1. Assist the PdM in preparing documentation prior to submission for birthing, sub-custody account management, reconciliation actions, and submission of discrepancy packages. 1 report per month will be delivered.
2. Reconcile active Material Control Activity (MCA) packages with both the PdM and the MCA Point of Contact within PM CSS.
3. Maintain access to the various Accountable Property Systems of Record (APSR) used to manage ME.
4. Review and evaluate the accuracy of APSR information subsequent to the PdM submissions and requests for account updates to include new asset entry for sub-account management and periodic reconciliations and reporting of discrepancies.
5. Maintain access to various Enterprise Information Systems, to include, but not limited to Invoice Receipt Acceptance and Property Transfer (IRAPT), Wide Area Workflow (WAWF) Acceptance/Receiving Reports, Government Furnished Property Module (GFP Module).
6. Facilitate and participate in periodic PdM property accountability training and reconciliation discussions, and utilize systems to include: GCSS-MC, TLCM-OST, DAASINQ and ETMS2.
7. Review and reconcile PdM requests for ME disposition, submission of Financial Liability Investigation of Property Loss (FLIPL), requests for Inter-service Transfer, Loans from External Agencies, to include Bailments, requests for Special Allowances, and other property management processes not defined.
8. Review internal controls procedures and provide specific technical recommendations for addressing property management concerns and audit readiness.
9. Evaluate PdM property accountability status, identify short-term accountability goals, objectives, and specific technical requirements, and provide recommendations to PM property custodians/ responsible officers and delegated responsible individuals.
10. Work with the MCA, APAO, LOGCOM, Vendors and other internal offices and external agencies so that supply chain management and audit principles are maintained in accordance with internal control procedures. Provide specific technical recommendations and identify any shortfalls to the PM CSS Property Manager.
11. Provide direct support to the PdM in various property management functions related to Acquisition, Research Development Testing and Evaluation (RDT&E) and Fielding of ME as required.
12. Participate in MARCORSYSCOM Audit Directorate and Acquisition Property Audit (APA) meetings to capture and report on audit compliance requirements and assist the PdM in addressing compliance requirements and the impact on PdM operations.
13. Assist the PdM with scheduling and execution of Financial Improvement Audit Readiness (FIAR) related tasks.
14. Coordinate with FIAR responsible PdM Team members to ensure KSD requested during the FIAR tasks are submitted during the response time identified in the Task.
15. Review birthing submissions via GCSS-MC and APA SharePoint and reconcile with APAO account managers the requested the PdM actions through completion.
16. Support the audit, inspection, and physical inventory of Marine Corps property at various locations throughout the United States. As Required, contractor will be required to travel to MARCORLOGCOM, Albany, Ga. All other site visits will be dependent upon the auditors. Inspection frequency is at the discretion of the Auditors.
17. Support the PdM through the development of training products and corresponding training as knowledge gaps are identified, processes change, or new best practices are established.
