This role will catalyse changes to how Thames Water, and the sector, is regulated in the years to come.
You will own and deliver discrete regulatory submissions and responses, and contribute to and support delivery of major business wide consultations and regulatory responses. You will also maintain and communicate existing regulatory policy positions, co-ordinating a systematic review. You will track our progress in delivering change against our priorities, and support the business in responding effectively to emerging regulatory risks.
What you will be doing as Regulatory Policy Lead
1. Horizon scan: Make sense of external policy horizon scanning to understand legal, regulatory and related opportunities ensuring that the implications of these are communicated effectively and are acted on appropriately – including through risk management.
2. Policy consultations: Lead discrete policy consultations, in collaboration with 3rd party subject matter experts (internally and externally); provide support on major responses.
3. Regulatory policy: Establish new regulatory policy in response to new requirements (ensuring join up with the compliance/oversight functions within Strategy and External Affairs).
4. Policy Portfolio Management: Maintain and develop a forward ‘grid’ of policy consultation requirements, interventions, and tracking of these through, developing appropriate KPIs for delivery and external impact.
What you should bring to the role?
* Previous experience in utility/infrastructure regulation, obtained in the water industry (company, regulator or advisor) or comparable infrastructure.
* Experience in regulatory policy and strategy development, including advocacy of change in writing and orally as part of a range of interventions.
* Strong attention to detail, and skilled in managing a portfolio of initiatives using cross functional subject matter experts as appropriate to underpin delivery.
* A track record of building and maintaining effective relationships at different levels in the organisation whilst maintaining independence and tenacity of approach.
* Able to convey complex subject matter simply.
* Ability to build/extend existing knowledge of sector regulation and detect new regulatory issues and to translate that into risks and controls is desirable.
* Credibility and personal impact with external and internal senior stakeholders would be beneficial.
