As a Specialist Commissioning Manager, the role is part of our fast paced and highly rewarding team with an integral role in making a significant difference to the lives of children, young people, and their families across Gloucestershire. The establishment of this new post within the team brings valued resource into the area of Strategic Commissioning and Access to Resources, both of which are growing areas within the Hub. The Specialist Commissioning Manager will create and develop relationships and frameworks with a range of providers capable of meeting the needs of all children and young people in contact with Children’s Social Care where provision for these needs is not already available. This includes supporting and developing a range of effective commissioning options to enable the authority to ensure sufficient availability and Access to Resources to meet the needs of children and young people across the County. This will require the ability to plan, develop, monitor, and review service needs and provider offers to deliver effective, value for money options and to commission contracts and packages of support accordingly. The Specialist Commissioning Manager will establish processes to monitor, support and challenge providers to ensure they are making the most effective use of allocated resources and funding and meeting individual needs. This will not only contribute to the care and welfare of vulnerable children and young people but will also play a vital role in enabling Gloucestershire County Council to evidence value for public money, driving up quality and reducing costs. The postholder is expected to maintain their knowledge and experience of national initiatives, new legislation and emerging practice, working with colleagues in other agencies in partnership, to implement key changes and monitor their impact. They will ensure that all activities and outcomes for the team are supportive of the Council’s objectives. They will also oversee the development of models and appraisal of intelligence to forecast specialist provision needs across the county and use this to inform the Hub’s commissioning strategy. The Specialist Commissioning Manager is expected to lead and coordinate an approach to source and develop grant awards and project cycles in line with the Council’s strategic priorities. They will add value and sustainable improvements to services, playing an active role in leading the innovation and continuous improvement of services. In addition to these duties the post holder will also deputise for the Head of Service and provide support to the senior management team in the Children and Families Commissioning Hub. To be successful you will need excellent organisational skills to allow you to prioritise workloads and ensure our service levels are maintained. We also need you to have a customer-focused nature to help build strong working relationships with our internal and external stakeholders. You must be able to think and plan strategically, have the ability to manage teams dealing with unpredictable work demands effectively and sensitively, alongside the ability to manage resources including finances.
