Directs the management of the total asset protection program across the Europe, Middle East and Africa region. Develops and implements regional security programs and practices as well as implements enterprise wide solutions to ensure the security and safety of State Street’s executives, employees, assets, information, continuity of operations and reputation. Ensures consistent delivery of services that include physical security, fire life safety, incident management and response, risk assessment, safe travel programs, personal protection and event security, background investigations and investigation programs among other. Applies High level of analytical and influencing skills. Focus is strategic but includes the oversight for the delivery of a cost effective and balanced protection program. Errors in management or judgment would have an adverse impact on the company. Performs work independently within broad guidelines and practices. Interprets Global Security policies, standards and guidelines and consults with manager where clarifications or exceptions to Corporate Policy may be required.
2. MAJOR RESPONSIBILITIES:
1. Directs subordinate managers and individual contributors in the coordination and implementation of site security, operations and activities to ensure protection of executives, employees, assets, information, continuity of operations and reputation while ensuring cost effective use of personnel, technology and equipment resources. Provides ongoing counsel, training, development and motivations to staff.
2. Develops and implements performance standards and conducts periodic performance and compliance review.
3. Identifies internal and external areas of vulnerability and conducts regular risk and security compliance assessments; manages compliance testing, analyzes results and provides input to business direction.
4. Develops and/or implements security policies, standards, guidelines and procedures including emergency life/safety, incident management and business continuity plans.
5. Develops, tests and implements the corporate emergency response plan to prepare and respond to all forms of threats against the Corporation/personnel.
6. Provides consulting and guidance during catastrophic events and makes recommendations to eliminate identified weaknesses in security programs and policies. Keeps management informed regarding key strategic goals.
7. Directs and/or leads contract negotiations with vendors to ensure best pricing for security services.
8. Develops the strategic direction for regional security operations, programs and projects.
9. Oversees the overall administration, financial budget development/monitoring, cost effectiveness, quality of service delivery measures and standards for regional security programs.
10. Directs and/or leads security efforts related to due diligence actions regarding acquisitions and/or divestitures. Develops and manages security plan related to same.
11. Directs and/or manages physical security projects related to the implementation of new security standards or the security fit-out of new/renovated sites within the region.
12. Develops and implements compliance and audit controls to meet or exceed corporate, customer and regulatory requirements.
13. Develops and fosters internal relationships with business units and company functions to ensure project and program coordination. Influences the inclusion of security best practices into business operations.
14. Directs and/or manages the investigation of site related incidents, losses and policy violations.
15. Develops and implements communication tools to enhance and promote programs and customer service.
16. Directs the implementation of Physical Security Standards and Guidelines in collaboration with the Director of Global Protective Services.
17. Manages background investigations and issues, executive protection and event security, security system installations and upgrades, consulting services, negotiation and enforcement of contracts and site evacuation plans in conjunction with appropriate Corporate Security functional manager.
Global Security Services Director, Europe, Middle East and Africa Region
1. Develops sustainable, long-term relationships with public safety, intelligence, law enforcement and emergency management agencies on the federal, state and local level and their respective international counterparts to include in-country and international agencies and private sector counterparts worldwide.
2. Influences industry security standards, legislation, government programs through participation in professional associations.
3. May manage specialized service to include but not limited to parking administration, parking garages and shuttle services.
4. Serves as a member of the Global Security Management team.
3. REQUIREMENTS:
Education and Experience
1. Bachelors degree in Criminal Justice, Security Administration, Business Administration or equivalent with 20 years professional private or public sector security management, project management, security technology or other directly related job experience.
2. Must have international experience managing security over a widespread and diverse cultural and legal environment.
Skills/Knowledge
1. Strong written, interpersonal, verbal, presentation, organizational and analytical skills.
2. Strong working knowledge of security principles, risk assessment and risk management.
3. Strong Physical Security Technology skills.
4. Proficient in the use of computer and security related computer programs.
5. Able to travel to domestic and international locations.
6. Professional certification preferred: Certified Protection Professional (CPP) or, Certified Financial Security Services Professional (CFSSP).
7. Membership, American Society for Industrial Security or similar professional affiliation.
