Scope This position serves as the Logistics Manager at a US Government activity in the United Kingdom. The incumbent will direct and coordinate daily operations of the Integrated Logistics Support (ILS) team; whose work is composed of shipping and receiving, warehousing, property management, and transportation operations. The incumbent will also be the customer and employee focal point for up to two US procurement and 20 local national logistics staff. Local national staff will be embedded in a customer organization. This position interacts with the customer logistics focal point for day-to-day operational support, guidance, and other FLUOR managers to ensure effective support to program projects and facilities operations and maintenance (O&M). Principal Job Duties & Responsibilities • Manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback. Ensure team members have necessary training to complete their duties and work in a safe environment • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies • Responsible for the implementation, management, and monitoring of the material management work process and warehouse management system of record (SAP) • Manage the material management activities for designated projects and operations requirements • Direct the generation of Purchase Requests (PR) in the approved material management reference system • Analyze situations, identify and forecast pertinent problems and evaluate realistic options; recommend/implement appropriate course of action • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines • Maintain compliance with all applicable policies, procedures, and global standards • Occasional local and international official travel • Responsible for a multitude of logistics support functions which are related to property management, warehouse management, and logistical operations • Provides technical guidance on inventory procedures, excess material, transportation, and property management. • Oversees the development of site logistics procedures, requirements, and property accountability control records. • Ensures compliance with relevant Department of Defense (DOD) established processes, procedures, and systems. • Other duties as assigned Specific Job Duties & Responsibilities • Responsible for a multitude of Logistics Support functions performed by ILS which are related to Property Management, Procurement, and Transportation. Must be able to perform extended hours over multiple days to react to secure supply chain requirements. • Successfully maintain technical qualifications to perform OCONUS logistics functions. • Implement the Fluor Safety program as it pertains to logistics operations, overseeing the proper use of the safety program requirements to deliver quality services. • Reviews supply-related data, Logistics Support Plans (LSP’s) requirements, transportation plans, and International Air Transport Association (IATA) standards for applicability to program logistics operations. • Provides ILS technical guidance on inventories procedures, budgeting, excess material, and procurement processes. • Oversees the development and updating of written site logistics procedures. • Ensures compliance with relevant Department of Defense (DOD) established processes, procedures, and systems. • Assists in arranging in-country transportation support personnel. Interfaces with Continental U.S. (CONUS) based organizations on all required deliveries from CONUS; coordinates with the Base Customs Office and U.K. Her Majesty’s (HM) Customs & Excise office for all required Customs documentation for both imported and exported equipment. • Responsible for assisting the maintenance and engineering personnel in researching required and obsolete parts in stock. • Oversees the packaging and crating of all shipments from ILS warehouse and ensures they meet required standards for commercial and/or military transport. • Back-up for any position assigned to the ILS team. • Responsible and timely with the submittal of annual Contract Data Requirements List (CDRL) updates, monthly. Preparation of Program Management Review (PMR) slides, and Weekly Activity Reports (WAR) • Work directly with Procurement to maintain compliance with service agreements. • Provide daily oversight and coordination for up to two procurement employees. • Ensure local Supply Chain requirements meet or exceed client expectations and the SOW. • Escalate Supply Chain and procurement personnel concerns to Enterprise Supply Chain Manager for resolution as required. • Know and enforce the security requirements of the program. Intel• Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders • Job related technical knowledge necessary to complete the job • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines • Ability to attend to detail and work in a time-conscious and time-effective manner• Applicable professional certification(s) or license(s) • Experience should be primarily in the area of material management • Excellent interpersonal and communication skills • Excellent computer literacy and skills • Excellent leadership and decision-making skills • Experience with material handling equipment, to include forklifts, pallet jacks, etc. is a strongly desired.• All applicants must be US citizens who possess or be eligible to acquire a TS/SCI clearance with CI polygraph • Must possess a valid U.S. driver’s license and obtain a Government driver’s licenses. • Knowledge of the Department of Transportation (DOT), United Kingdom Ministry of Transport Aviation’s Security • Comprehensive knowledge of company policies and procedures, Federal Acquisition Regulations for Government Property, the Federal Supply Classification System, (Air Cargo Agents) Regulations, and hazardous material regulations in support of site customer requirements is desired. • Applicable professional certification(s) or license(s) • Excellent interpersonal and communication skills • Excellent computer literacy and skills • Excellent leadership and decision-making skills • The U.S. Government customer requires that United States citizens under consideration for employment at the Rainy location, OCONUS, United Kingdom under a Department of Defense (DoD) contract as well as their spouse/domestic partner and any dependents ages 5yrs and above who will be accompanying them, complete a Behavioral Health Evaluation (BHE) by a doctoral-level (i.e., PhD, PsyD, or MD) behavioral health specialist (i.e., Clinical Psychologist, Psychiatrist) and be deemed “Qualified/Approved” before authorization can be granted to the Candidate Contractor and their family, to relocate to the United Kingdom.
