The new UK pEPR scheme will launch in 2024 and its administrator will bring together talented individuals who are passionate about recycling and the environment. It will transform our current linear economic model of take, make, use, throw into a circular economy. In a circular economy, resources will be kept in use as long as possible, maximising the value gained; resources will be used more efficiently; and waste will be minimised, and so will the impacts that inefficient resource use has on our environment and society. The successful candidate will support the Fees & Calculator Payment Team in establishing and managing the infrastructure required to monitor the efficiency and effectiveness of 440 Local Authorities across the 4 Nations. Job description The Delivery Lead will primary be responsible for the successful delivery and implementation of the E&E Service within the SA. We are looking for an exceptional candidate with experience of taking full responsibility in driving the successful delivery of projects of similar scale and complexity. You will need to be confident working with industry and Local Authority (LA) stakeholders, waste experts and technical specialists. You will also need to be confident being at the forefront of the SAs stakeholder engagement, communicating pEPR requirements with clarity and confidence, and supporting industrys readiness and engagement with the scheme. You will develop future strategies including policy builds and roadmaps. · You will work with and oversee delivery by 3rd party delivery partners to support management of the E&E programme Delivery in this role will require the successful candidate will lead their teams to: Implement and monitor robust project plans to ensure a timely delivery, to the right quality. Develop the requirements documentation and play a full role in the procurement and management of any 3rd party delivery partners that the Service requires, for instance framework agreement for improvement action process. Work closely with the SA Relationship Management function to develop, implement and maintain a comprehensive programme of LA stakeholder engagement, to support E&E readiness and contribute to answering specific queries. Be the subject experts to go to for any matters related to LAs, working closely with other teams in Government and key bodies, including regulators. Person specification The successful candidate will have a strong record of delivering and operationalising strategies or policies of similar scale and complexity. You will be confident being at the forefront of the SAs stakeholder engagement, communicating with clarity and confidence the requirements, and supporting LA & industry readiness and ability to engage with the scheme. You will also have the right communication skills and experience to engage with technical experts as well as wider stakeholders (e.g., packaging industry, waste management companies, environmental NGOs or academia). You will have experience of confidently advising and building confidence with a wide range of senior leaders, in central or local Government, industry or the charity sector. You will have experience of procuring or managing 3rd party delivery partners to support delivery You will have strong project management skills, with experience of taking ownership of timely project delivery, and the ability to challenge project teams on their work. Given the specific nature of this delivery area, we encourage applications from candidates with experience from the LA area, particularly candidates with experience and expertise in waste management experience in the wider environmental sustainability field will also be considered.
