SystmOne Information Asset Owner and System Specialist

Job overview
Our Information Asset Owner and System Specialist will be accountable for the effective, efficient, safe and compliant management and performance of SystmOne. As the Information Asset Owner (IAO), they will be directly accountable to the Senior Information Risk Owner (SIRO), they will understand and address risks to the information that they ‘own’ and provide the SIRO with assurance that information risk is being managed effectively for this asset.
SystmOne is a major information asset for the ICO and directly impacts the delivery of patient care by supporting the clinical process. They will need to deal with all groups of staff across their area of responsibility and be responsible for the ongoing business as usual development of SystmOne ensuring compliance with local and national directives, and, through strategic planning, ensuring optimized and continued use of the system.
Participation in an on-call rota/out of hours service may be required to ensure Business Continuity.
Main duties of the job
1. Be responsible for the effective management and leadership of the SystmOne business as usual team complying with and acting upon all Trust HR policies eg, sickness, disciplinary, appraisals and mandatory training etc.
2. Utilise extensive information technology, project and change management skills to review, develop, test and implement highly complex IT solutions in order to support and enhance clinical care and business processes to an optimum level.
3. Ensure that there is a robust business as usual training programme for new starters and that refresher training and supporting materials are available.
4. Work with key personnel to co-ordinate and manage the SystmOne software ensuring information governance, performance and risk management elements are reviewed and resolved as appropriate.
5. Work collaboratively with the Trust’s reporting and Data Warehouse teams to ensure that data held within SystmOne units will satisfy local and national data submissions, and satisfactorily rectify any issues where this is not the case.
6. Be accountable for the quality of the data held within all SystmOne units, devising and implementing regular data quality checks and reports to enable early identification of issues, and liaising with all necessary parties to ensure swift resolution.

Qualifications and Training
* Educated to degree level or equivalent professional qualification and specialist IM&T qualification.
* Project management qualification or extensive practical experience i.e. Prince 2.
* IT Degree.
* Change management certification.
* Use of workflow documentation packages e.g. Visio.
* Successful completion of TPPs core training course.
Knowledge and Experience
* Wide ranging knowledge of current legislation affecting managing, using and storing information such as Confidentiality, Freedom of Information, Data Protection Act and Caldicott.
* In depth knowledge of current legislation, and NHS policies and procedures, relating to staff management.
* Demonstrable capability of delivering projects/initiatives on time, to an agreed quality and budget.
* Ability to independently interpret and solve extremely complex analytical problems and make recommendations based on this analysis.
* Confidently make decisions autonomously without reference to line manager but within broad agreed objectives.
* Demonstrable capability of planning and organising a range of complex projects and integrated programmes of work, many of which will have conflicting priorities, funding and resource issues which will require devising alterations to plans and strategies.
* Proven capability of developing and implementing test plans for new systems and equipment, or for changes to existing.

Specific Skills
* Excellent verbal, written, presentation and interpersonal skills being able to confidently present options, reports etc. of subjects of a complex nature to non-IM&T Managers and staff.

* Excellent negotiating, persuasive and diplomacy skills, coupled with the ability to remain objective when dealing with highly contentious issues.
* Ability to demonstrate skills in implementing and managing change.
* Able to communicate and invoke change amongst multi-disciplined staff whilst remaining calm and professional in a sometimes hostile and/or highly emotional atmosphere using tact, diplomacy and influential skills.
* Expert Information Technology skills gained in the delivery of effective IT solutions; this will include advanced keyboard skills, use of spreadsheets, databases and packaged software for graphical design and display, e-mail and Microsoft Teams.
* Standard keyboard and mouse skills.
* Familiar with preparing and running PowerPoint presentations.
* Moving light equipment eg. laptops etc. for presentations and to carry out tasks as appropriate.
* Requirement to travel to other locations for meetings.
